The Local Administrative
Entities Development Agency (LODA) is a Government Fund under
the supervision of MINALOC. It was established by law n°62/2013 of 27/08/2013
establishing the Local Administrative Entities Development
Agency (LODA) and determining its responsibilities, organization and
functioning.

LODA replaces and takes over
all the responsibilities, mission and vision formerly assigned
to RLDSF. In the framework of implementing the local economic and
community development polices and strategies, social protection and poverty
reduction programs.
LODA focuses on Local
Economic & Community Development, Social Protection, capacity building
of local administrative entities within the scope of its mission. Moreover,
LODA does monitoring and evaluation on the implementation process of
development programs in Local Governments with the view of contributing to
the capacity building of population and decentralized entities as well as reducing
extreme poverty in the country.

Job Description
  • Assist
    in identification of priority activities of LODA, assist in the
    formulation of strategic plans and budgets consistent with the
    priorities;
  • Assist
    the management of LODA on the disbursement of funds to decentralized
    entities, including the compilation of monitoring reports on the
    utilization of funds by the decentralized entities;
  • Work
    with the Planner of LODA and the Planners of the budgeting entities for
    programs funded through LODA to help establish budgets which are
    consistent with funding priorities and achieve the objectives of the
    respective programs.
Job Profile
Personal Specification
  • A
    Masters degree in Finance and Economics, plus at least 5years experience
    of working in a finance function OR an accountant qualified to at least
    Technician level (ACCA stage 2 completed or equivalent) OR a Bachelor’s
    degree in Finance and Economics, plus at least 7 years experience of
    working in a finance function, (including experience of leading the
    planning and budgeting activity and the preparation of financial
    monitoring reports)
  • Knowledge
    of financial management in the Government of Rwanda, including hands- on
    experience of the Government’s IFMIS and the financial regulations;
  • Knowledge
    of district and sector operations;
  • Knowledge
    of working with different development partners and their financial
    reporting requirements;
  • Technical
    expertise and experience in participatory planning processes at national
    and local levels including familiarity with the Government of Rwanda’s
    MTEF process;
  • Capacity
    to understand Rwanda’s Local government priorities based on EDPRS II and
    linking it with District’s potentialities;
  • IT
    literate, excellent skills in Excel and Word
  • Experience
    of developing and delivering training to Government officers;
  • Capacity
    to work in a team and to keep the projects aligned with the entire
    programme;
  • Committed
    to achieving results; Fluency in English, French and Kinyarwanda;
