Recruitment of international
individual consultant to act as the technical Advisor to the Permanent
Secretary

1. BACKGROUND
The Ministry of Trade and Industry (MINICOM) has a wide-reaching mandate that
is central to the Government of Rwanda´s economic development agenda as
elaborated in national strategies such as Vision 2020, the Economic Development
and Poverty Reduction Strategy (EDPRS) and 7-Year Government Plan. MINICOM
assumes vice chairmanship of the Economic Cluster, and leads the Sector Working
Group on Private Sector Development under EDPRS. The sector targets industrial
growth of 14% per year, exports growth of 28% a year and 200,000 per year as
per Vision 2020 goals.

MINICOM´s vision is to achieve accelerated and sustained economic growth led by
a dynamic and competitive private sector, and its mission is to facilitate
Rwanda´s economic transformation through enabling a competitive private sector
integrated into regional and global markets, while ensuring a level playing
field and the protection of consumers.

MINICOM has five strategic
objectives to achieve this vision:

• To create a business environment conducive to growth and the protection of
consumers;
• To increase the share of services and manufacturing in GDP;
• To support private sector growth and job creation with a focus on SMEs;
• To promote trade integration into regional & global markets with a focus
on improving the trade balance;
• To build an effective human resource base and institutional capacity for
delivery.

2. KEY RESPONSIBILITIES &
ACTIVITIES

To support the Ministry in its capacity to deliver, an advisor is being sought
to assist the Permanent Secretary of Trade and Industry in his administrative
and technical activities, primarily strategic planning in the area of internal
trade and industrial development with a focus on market infrastructure,
agricultural value chains and
agro-processing at both the SME and large industry level, as well as working on
the budgetary management of the Ministry.

The Advisor will have the
following set of responsibilities:

(a) To advise the Permanent Secretary´s in his technical activities, with particular
focus on initiatives central to food security of the population such as:
– Market infrastructure for the trading of food commodities;
– Agricultural supply and value chain development and analyses;
– Development of the agro-processing sector at all levels;
– Regional trade in food crops and processed foods;
– Development of a commodity exchange.
(b) To advise the Permanent Secretary´s in his administrative activities;
(c) To analyse and summarize the contents of dossiers (reports, studies, etc.)
to be submitted for the Permanent Secretary´s consideration and/or approval,
with particular focus on initiatives central to food security (see (a));
(d) To advise and update the Permanent Secretary on implementation and
development of the Ministry´s strategies and programmes as well as Annual
Action Plan and Budget, in close collaboration with the Planning Department;
(e) To follow up on Permanent Secretary´s Instructions to departments and
agencies;
(f) To review and edit communications from the PS to external stakeholders;
(g) Prepare and participate in audiences and meetings of the Permanent
Secretary, and produce reports on proceedings.

3. COMPETENCE AND EXPERTISE
REQUIREMENTS

The Advisor to the Permanent Secretary should possess the following in general:
have good knowledge of Rwanda in terms of economic, social and political
context as well as a good understanding of the issues regarding food security,
internal trade, regional trade and industrial development through value
addition in food commodities.

In addition, the Advisor
should possess the following portfolio of experience and qualifications:

• Master´s degree with concentration in economics, agribusiness or other
relevant discipline;
• Have minimum of five [5] years of relevant experience;
• Knowledge and experience of current issues relating to food security, trade
and industry;
• Experience in similar advisory positions would be considered highly
advantageous;
• Strong organisation and communications skills with strong experience in
preparing briefs and reports similar to those listed in Section 2 of the Terms
of Reference;
• Fluent in both written and spoken English.
• Knowledge of the Rwandan private sector and proven understanding of governing
frameworks such as the Integrated Framework, Rwanda Vision 2020, EDPRS,
policies related to trade and industrial sector, would be an added advantage.

4. REPORTING
The Advisor to be hired will report directly to the Permanent Secretary of
MINICOM and will report according to the responsibilities and activities listed
in Section 2 of the Terms of Reference.

5. DURATION OF WORK
The contract for this assignment will run for an initial period of 12 months
with the option of an extension depending on satisfactory performance.

6. FACILITIES TO BE PROVIDED
TO THE EXPERT

The Advisor will be provided with office space and adequate support with
Internet access by the Ministry of Trade and Industry.

7. APPLICATION PROCESS

interest summarizing areas of expertise and relevant experience to the

to the Director General in charge of Planning, Monitoring and Evaluation.

A Consultant will be selected in accordance with the individual consultant
Selection method set out in the Rwanda Public Procurement guidelines for
individual consultant.
