Organizational Context:
HDP is a national non-governmental organization , officially recognized by the
Ministerial Order N° 63 of 25/09/2007, granting it legal personality and
published in the Official Gazette, Year 47 N° 14 bis of 15 July 2009. Its
mission is to contribute to the development of Rwanda health System through the
improvement of people’s health conditions by increasing the skills of the
stakeholders in the area from the grass roots level up to-the institutions.
Description of Duties:
Under the project Coordinator’s supervision,& Program Manager the
Specialist is responsible for the implementation of the activities [in four
following districts; Gicumbi, Kirehe, Nyaruguru & Rusizi the following
areas — Schools, Youth Friendly Centers, Health Facilities, Hospitals and
communities]. ( = in all schools, youth friendly centers, health facilities ,
hospitals and communities located in four Districts, namely Gicumbi, Kirehe,
Nyaruguru and Rusizi)
The Specialist’s main responsibilities include but are not limited to the
following:
• Assist the Program Manager to ensure
the project work plan development ;
• Support the implementation of the project’s activities within youth centers,
schools, Health Facilities and hospitals.
• Advise and supervise and coach these institutions in terms of the
establishment of activities;
• Contribute to the elaboration of
performance indicators of the project;
• Take part in the preparation and organization of seminars, workshops or any
other trainings and provide technical support in the area of his/her
competence;
• Ensure the reinforcement of the beneficiaries’ skills in their area of
knowledge;
• Ensure support and supervision of the districts concerned in their area of
knowledge;
• Participate in experience capitalization;
• Conduct field visit and ensure timely reporting to the relevant joint
programme stakeholder;
• Ensure reports related to the component are drafted and sent to the relevant
person within the agreed time [or on time];
• Take on other duties related to the job description, as required by the
supervisor;
• Maintain a project database;
• Document the best practices and lessons learnt;
• Be abreast of national and international policies, research as well as other
related documents;
• Undertake field visits for follow-up and provide technical support in line
with the project’s activities;
• Contribute articles/write-ups on field experiences and submit them for
publications, newsletters, press releases, posting onto websites, etc.;
• Advise on projects-related strategic issues.
Results/Expected Output:
1. All targeted institutions such as schools, health facilities, youth centres
and others are providing full SRH package of activities to young people (10 to
24 years of age) in 4 districts;
2. A clear baseline is set and target to achieve is adapted according to the
actual achievements in the districts;
3. Public and Private clinics provide better sexual and reproductive healthcare
services, which are more and more attracting people;
4. A number of primary and secondary schools are providing quality SRH
education to young people. An adapted message or content for the young people
is available to be used by different institutions;
5. Innovations and functional strategies are in place regarding the integration
of PBF agreements, vouchers mechanism at health facilities level. This should
include SRH and HIV activity package.
Qualifications/Requirements:
• Bachelor’s degree in social sciences or equivalent , a Master’s degree should
be an asset;
• At least five- year experience with gender related issues;
• Experience in working with the youth;
• Very good communication skills;
• Good knowledge of health and education structures;
• Knowledge of national and international policies related to the Adolescent
reproductive health;
• Preferably have been a member of a Technical working Group(ASRHTWG);
• Be a female and having participated in SRH policies development would be an
asset;
• Good knowledge of child-psychology;
• Good team player;
• Good computer skills including MS Office;
• Fluent in English and French (written and spoken)

• Demonstrate commitment to project’s objectives ;
• Display cultural, gender, religion, race, nationality and age sensitivity and
adaptability;
• Ability to share knowledge and experience;
• Ability to provide input to management processes.
