OF BUGESERA, NYAMAGABE AND HUYE DISTRICT DEVELOPMENT PLANs (DDPs) AND
AGRICULTURE BUDGETS

    Overview
International
Alert is a 30-year old

independent and international peacebuilding organisation

We have been operating in Rwanda since 1996 and our particular focus has been
on women empowerment, peace building, land conflict mitigation and supporting women
in informal cross border trade.

With
funding from European Commission in Rwanda, International Alert and Pro-Femmes
Twese Hamwe is implementing the Inclusive Engagement for Change Project (IE4CP).
The project works in three districts; Bugesera, Huye and Nyamagabe.
Ultimately, the project seeks to contribute to sustainable agriculture and food
security both of which are expected to stimulate economic growth and greatly
contribute to poverty reduction[1]
By ensuring participatory, transparent and accountable district planning and
Budgeting; the project is guided by two specific objectives: strengthen citizen
participation in policy formulation, implementation and monitoring with focus
on agriculture sector (SO1) and support increased engagement by targeted
districts with CSOs and other key actors on food security responding to
communities’ needs (SO2).
The
government of Rwanda recognises civil society has a crucial role in the
implementation of the EDPRS II and DDPs as well as in the implementation of key
national policies and that it is paramount that citizens are provided with the
capacity to uphold this role. Coherently with the Rwandan Constitution and the
country’s Vision 2020, there is political will to engage civil society actors
in policy making. However, most of relevant documents related to planning and
budgeting are written in English making it almost impossible for farmers and
local civil society actors to effectively use them.  
  1. Purpose
    of the consultancy
The
purpose of the translation of DDPs and district budgets specifically on
agriculture and food security items or related activities is to allow farmers
understand the district plans and where possible provide feedback for the
future budgets. This will provide farmers with information on district
priorities in agriculture for them to assess whether they match with farmers
‘priorities. The translated DDPs and budgets will also be used as an education
tool for citizen participation.
III.   
Scope of Work
The
DDPs and agriculture budgets to be translated are those of Bugesera, Nyamagabe
and Huye district. The consultant will first summarise the three DDPs with a
focus on agriculture and food security. The summary will then be translated in
Kinyarwanda and will be in a form of a user- friendly booklet easily readable
by farmers with very low level of education. The consultant will further isolate
agriculture and food security related activities from 2016-2017 budgets for
Bugesera, Huye and Nyamagabe. He/she will present district agriculture budget
in a simplified, citizen friendly format and easy to understand that will be
finally translated in Kinyarwanda.   
Timeline
The
translation of the three targeted districts development plans and agriculture
budgets is expected to be completed within 12 days beginning as soon as
possible.

    simple and user friendly DDPs of Bugesera, Nyamagabe and Huye in
    Kinyarwanda (10-15 pages)

    copy of simplified and citizen friendly 2016-2017 agriculture budget for
    Bugesera, Huye and Nyamagabe in Kinyarwanda
  1. Profile
    of the Consultant
The
DDPs translation will be offered to a consultant or consultancy firm who meet
the following requirements:
  1. Advanced
    degree in interpreting, linguistic, development studies or other related
    field
  2. An
    in-depth knowledge of agriculture and food security related programming
  3. Experience
    in rural development projects
  4. Proven
    experience in related assignments including development of farmer-friendly
    documents, translation of other planning documents or policies
  5. Excellent
    knowledge of English and Kinyarwanda
  6. Report
    writing skills

Terms and Conditions of Solicitation

 
Bid
Requirements
Consultants
who meet the requirements should submit a maximum of 10 pages expression
of interest, which should include the following:
  • A
    suitability statement, including commitment to availability for the entire
    assignment
  • A
    clear statement of proposed consultancy  methodology
  • A
    detailed work plan
  • A
    detailed financial proposal, including daily cost per major activity
  • Updated
    curriculum vitae, clearly stating qualifications and experience
  • 3
    references from organizations that have contracted the consultant proving
    ability to carry related assignments
Notice
of Non-Binding Solicitation

International Alert reserves the right to reject any and all bids received in
response to this solicitation, and is in no way bound to accept any proposal.
We additionally reserve the right to negotiate the substance of the finalists’
proposals, as well as the option of accepting partial components of a proposal
if appropriate. Quantities are estimates only at this time and will be subject
to change.
 Confidentiality
All information provided as part of this solicitation is considered
confidential. In the event that any information is inappropriately released,
International Alert will seek appropriate remedies as allowed. Proposals,
discussions, and all information received in response to this solicitation will
be held as strictly confidential, except as otherwise noted.
Notification
Prior to the expiration of the validity of the proposal, International Alert
shall notify the successful company that submitted the highest scoring proposal
in writing and will invite for contract negotiations. Alert reserves the right
to invite the second ranking company for parallel negotiations
Right to Final Negotiations
International Alert reserves the option to negotiate on the final costs, and
final scope of work, and also reserves the option to limit or include third
parties at Alert’s sole and full discretion in such negotiations.  Upon
failure to reach agreement on the contents of the contract as stipulated in
this document, Alert has the right to terminate the negotiations and invite the
next-best rated company for negotiations. 
Communication
All communication regarding this solicitation shall be directed to appropriate
parties at International Alert. Contacting third parties involved in the
project, the review panel, or any other party may be considered a conflict of
interest, and could result in disqualification of the proposal.
Acceptance
Award of a proposal does not imply acceptance of its terms and conditions.
International Alert reserves the option to negotiate on the final terms and
conditions.

The
application should contain CVs of lead consultants, capacity statement,
proposed schedule/workplan of activities, examples of previous related work
performed; two professional references, technical and financial proposal.
