    Overview
International
Alert is a 30-year old independent and international peacebuilding organisation
headquartered in London and

works with people who are directly affected by
violent conflict to improve their living, for more details, you can find us on:

We have been operating in Rwanda since 1996 and our particular focus has been
on women empowerment, peace building, land conflict mitigation and supporting
women in informal cross border trade.

With
funding from European Commission in Rwanda, International Alert and Pro-Femmes
Twese Hamwe is implementing the Inclusive Engagement for Change Project (IE4CP).
The project works in three districts; Bugesera, Huye and Nyamagabe.
Ultimately, the project seeks to contribute to sustainable agriculture and food
security which are recognised as a priority in Rwanda’s Economic Development
and Poverty Reduction Strategy (EDPRS II 2013-2018) and are expected to greatly
contribute to poverty reduction.  By ensuring participatory, transparent
and accountable district planning and Budgeting; the project is guided by two
specific objectives: strengthen citizen participation in policy formulation,
implementation and monitoring with focus on agriculture sector (SO1) and
support increased engagement by targeted districts with CSOs and other key
actors on food security responding to communities’ needs (SO2).
Rwanda
has put in place mechanisms to facilitate citizen participation at district
level, among which is the Joint Action Development Forum, it is an impeccable
platform for planning, monitoring, promoting cooperation between the private
sector, civil society and the public sector to advance development at the local
levels.
Rwandan
government acknowledges that accountability and voice are core principles for
effective management of public affairs and would lead to the achievement of the
development goals. JADF among others would be an entry point for citizen
participation in the local government affairs, hence requisite that it is
accessible, inclusive to CSOs and be a space where citizens and other actors
are offered genuine opportunity to influence performance contracts between
national and district levels in order to improve consistency between National
and District Development Plans and budgets. Nevertheless, these spaces are
currently not used as they should for purposes of mutual accountability and
there is limited information on how best they can be utilized. For that reason
it’s crucial that JADF role is strengthened in way that it enables all actors
to contribute to shaping development policies and oversee their implementation
as a way of speeding up local development.
  1. Purpose
    of the consultancy
The
purpose of this consultancy is to provide a three-day training targeting
Joint Action Development Forums (JADFs) committee members at the district level
in order to enhance their understanding on the role of civil society, key
elements for real partnerships, solid parameters for engagement, flows of
information between government, community groups and civil society, civic
engagement and participation.
III.   
Scope of Work
The
JADFs to be trained are those of Bugesera, Nyamagabe and Huye district. The
consultant will design training materials that will be shared with Alert
management for approval. He/she will then conduct a three day training, and
will be given one day to produce a report.
Timeline
The
preparation of training materials, the facilitation of the training and the
write up of the report is expected to be completed within 6 days beginning as
soon as possible.

The
consultant should have the following minimum requirements:
  1. Advanced
    degree in governance, political science or related field
  2. An
    in-depth knowledge of accountable governance
  3. Experience
    delivering trainings and workshops
  4. Facilitation
    skills
  5. Proven
    experience in related assignments including training of district JADF
    members or local government  
  6. Excellent
    knowledge of English and Kinyarwanda
  7. Report
    writing skills

Terms and Conditions of Solicitation

 
Bid
Requirements
Consultants
who meet the requirements should submit a maximum of 10 pages expression
of interest, which should include the following:
  • A
    suitability statement, including commitment to availability for the entire
    assignment
  • A
    clear statement of proposed consultancy  methodology
  • A
    detailed work plan
  • A
    detailed financial proposal, including daily cost per major activity
  • Updated
    curriculum vitae, clearly stating qualifications and experience
  • 3
    references from organizations that have contracted the consultant proving
    ability to carry related assignments
Notice
of Non-Binding Solicitation

International Alert reserves the right to reject any and all bids received in
response to this solicitation, and is in no way bound to accept any proposal.
We additionally reserve the right to negotiate the substance of the finalists’
proposals, as well as the option of accepting partial components of a proposal
if appropriate. Quantities are estimates only at this time and will be subject
to change.
 Confidentiality
All information provided as part of this solicitation is considered
confidential. In the event that any information is inappropriately released,
International Alert will seek appropriate remedies as allowed. Proposals, discussions,
and all information received in response to this solicitation will be held as
strictly confidential, except as otherwise noted. 
Notification
Prior to the expiration of the validity of the proposal, International Alert
shall notify the successful company that submitted the highest scoring proposal
in writing and will invite for contract negotiations. Alert reserves the right
to invite the second ranking company for parallel negotiations
Right
to Final Negotiations

International Alert reserves the option to negotiate on the final costs, and
final scope of work, and also reserves the option to limit or include third
parties at Alert’s sole and full discretion in such negotiations.  Upon
failure to reach agreement on the contents of the contract as stipulated in
this document, Alert has the right to terminate the negotiations and invite the
next-best rated company for negotiations. 
Communication
All communication regarding this solicitation shall be directed to appropriate
parties at International Alert. Contacting third parties involved in the
project, the review panel, or any other party may be considered a conflict of
interest, and could result in disqualification of the proposal.
Acceptance
Award of a proposal does not imply acceptance of its terms and conditions.
International Alert reserves the option to negotiate on the final terms and
conditions.
Send

The
application should contain CVs of lead consultants, capacity statement,
proposed schedule/workplan of activities, examples of previous related work
performed; two professional references, technical and financial proposal.
