the overall supervision of the Chief of Mission and under the direct
supervision of the Head of Migration Health Assessment Centre (MHAC) / Chief
Medical Officer the incumbent will be responsible for overseeing other nurses’
activities, tasks distribution and providing nurses guidance to the team of
nurses in IOM Rwanda.
Functions / Responsibilities:
In close Coordination with the Head of Migration Health Assessment Centre
(MHAC) oversee the daily nurses’ activities in the Unit and be responsible for
task distribution and quality control of the everyday operations, including
planning of workflow and staff absence on TDY, training or annual leave.
2. Organizing and participating in preparatory work for
health assessments, which include: vital signs measurements, collecting medical
history, hearing and visual acuity, surveillance, quarantine, observation, fit
to travel check, treatment and stabilization of serious medical cases activities
etc.
3. Liaise with the vaccination team/focal points in all
aspects of the immunization activities, to include vaccine preparation,
administration, assistance with stock management, reporting, payment review,
side effects monitoring, contraindications reporting etc.
4. Ensure timely completion and transmission of file,
managing the on-hold medical files, which involve follow up with laboratory
staff, IOM doctors, panel physicians and other consultants to ensure
results/reports are received on time.
5. Inform the Doctor-in-charge of evident infectious diseases
and administer preventive
action as soon as possible. To include surveillance and isolation of affected
cases
6. Safe keep, organize and monitor stock inventory level and
expiry dates of medical supplies, vaccines, equipment and drugs as well as
coordinating with relevant units on replenishment in timely manner. Update the
stock database regularly
7. Follow up patients and inform Doctor in charge of
pre-departure on progress of hospital referrals including camp cases
8. Prepare a report on therapeutic procedures administered to
migrants, in accordance with the requirements of resettlement countries.
9. Distribute files to the panel physicians according to the
list and daily allocation of caseload per doctor.
10. Monitor the flow of files and account for the clearance
status of all the files assigned for physical examination at the end of the
day.
11. Provide migrants with necessary information regarding TB
screening, sputum smears, pregnancy test and treatment.
12. Ensure that all daily migrant information is entered in
MiMOSA and all results uploaded as required.
13. Assist National Migration Health Physicians in performing
pre-departure assessment and administer treatment as necessary. Prepare
pre-departure treatment certificates and send to the Operations Unit in
addition to preparation of pre-departure summaries if required and forward same
in a timely manner to PSAU for billing purposes.
14. Ensure strict compliance of established SOPs in the unit
15. Coordinate with other relevant units for time efficient
and high quality service provision to migrants.
16. Prepare weekly medical reports of ABNs and statistics
under the supervision of the pre-departure Doctor.
17. Serve as focal point for all inquiries regarding status
of patient’s medical documents under USRAP, Australia, Canada, New Zealand,
etc. resettlement cases.
18. Liaise with the Operations Unit on medical escorts.
Assignment and scheduling of medical escorts in coordination with the Head of
Mobile and Planning Unit in Nairobi or his/her delegate and maintain the
medical escort’s report files.
19. Liaise with the Operations Unit to ensure logistics in
regards to movement of refugees and migrants for health assessment as well as
their stay in the Transit Centre is well and smoothly coordinated and follow up
on medical procedures are completed in good time as required.
20. Report any loss, malfunction of all items/equipment/
assets allocated to the unit
21. Train and orientate newly employed nurses. Ensure they
familiarize themselves with the latest receiving counties Technical
Instructions and MHAC SOPs.
22. Prepare Canadian Warrant cost sheets related to health
assessments of Canada-bound migrants from Rwanda for timely submission to
Operations Department and inclusion on their Canadian Warrants
23. Review all financial and procurement requests from
medical unit before approval by Head of MHAC and follow up with procurement and
finance for action
24. Perform any other related duties.
Qualifications and Experience
- University
degree in Nursing from an accredited institution and registration of
Rwanda Registered Nurse Board, with three years of relevant professional
experience in Clinical Nursing in a busy medical institutions handling and
following up medical documents as a senior staff preferably; or - Completed
High School certificate/diploma from an accredited academic institution,
with five years of relevant professional experience
- Demonstrated
proficiency with Microsoft Office applications, including Excel,
PowerPoint, word as well as good knowledge of online data applications.
Experience with computerized medical database systems such as Mimosa would
be a distinct advantage - Mature
individual, able to work independently, effectively and harmoniously with
colleagues from varied cultures and professional backgrounds at all
levels. - Tolerant
individual with ability to work with people from different background and
with flexibility and able to work on overtime, when requested - Demonstrated
ability to maintain accuracy and confidentiality in performing
responsibilities. - Supervisory
experience and proven ability to coordinate the work of others, required. - Training
and experience in TB, STDs, Vaccination, other communicable diseases and
migration health is considered an asset.
in English and Kinyarwanda is required. Working knowledge of French and Swahili
an advantage.
