Terms of Reference Health assessment and programme design
Background
Save
the Children (SC) is the world’s largest independent child rights organization,
underpinned by a vision of a world in which every child attains the right to
survival, protection, development and participation. Our mission to inspire
breakthroughs in the way the world treats children, and to achieve immediate
and lasting change in their lives.

SC
is registered in Burundi under number 532.D01/14/2016 and operates in Child
Protection (CP) with plans to increase its program scope. The initial program
focus is on building the child protection capacities of stakeholders and
bridges are currently being built with other sectors such as health and
education. The Rwanda CO based in Kigali is responsible for supporting all
fundraising efforts for the new Burundi Program. In Burundi, the focus to date
has been on providing support to members of the CPiE Working Group and
initiating Child Protection activities in Bujumbura Mairie and Bujumbura Rural
through community-based mechanisms. Now that the CP footprint has been secured
SC wants to approach new donors for further supports to its ongoing program
while adding new intervention sectors including Health, Education and Gender.
For effective positioning in the health sector and prepare itself to respond to
calls for proposals, SC wishes to hire a consultant to conduct a health system
assessment and assist in design of a health program in Burundi.
Consultancy
objectives
The
consultant will lead an assessment of health programs in Burundi and the
development a comprehensive health program.
Collaborations
The
consultant will be reporting to the Program Development and Quality Director
(PDQD), and working with the Business Development Manager, Director of
Operations, and Awards Manager for Save the Children International in Rwanda as
well as Legal Representative/CPTA based in Bujumbura. SC key members may also
contribute to the work.
Scope
of service
Specifically
the consultant will undertake the following actions:
  1. Familiarize
    with the Health and Child Protection contexts in Burundi, including
    policies, programs, stakeholders,  donors, and other relevant aspects
    with a focus on Malaria;
  2. Carry
    out a comprehensive health assessment with a focus on malaria,
    cross-cutting topics such as Child Protection and Gender, validate the
    findings. Dissemination to to key stakeholders will be carried out by SC
    after review and validation;
  3. Work
    with the team outlined above to design a health program in collaboration
    with the SC staff mentioned above and identified partners, which will
    serve as reference for further SCI’s health interventions in Burundi. The
    programme should include log frame, budget and technical narrative as per
    SCI’s templates.

The
expected duration of the assignment is 20 working days, between September and
mid-October 2017.
Working
modalities
The
consultant will be based in Bujumbura with frequent online communications with
relevant SC staff members, potential members and other partners as relevant.
Child
Safeguarding and non-discrimination
We
work with children, communities and governments all over the world and we

how you identify yourself. We need to keep children safe so our selection
process reflects our commitment to ensuring that only those who are suitable to
work with children are considered for these posts. All successful applicants
will therefore be required to provide a Police Clearance and must sign onto our
Child Safeguarding Policy and organizational Code of Conduct.
Qualifications
  • Expertise
    in Health sector with demonstrated experience of successful health
    assessments;
  • Demonstrated
    experience in areas related to program development, proposal development
    for donors, log frame development, and budgeting;
  • Previous
    experience of successful resource mobilization/fundraising would be an
    asset;
  • Understanding
    of political, funding and sociocultural landscape in Greatlakes region and
    Burundi in particular, with regards Health. Understanding of the context
    in other development areas such as Child Protection, Education, Gender and
    Nutrition would be a significant asset;
  • Knowledge
    of emergency programming contexts;
  • Previous
    experience in working with Save the children an asset;
  • Fluency
    in English and French required
Payments
modalities
The
prospective consultant will outline a budget in her/his application, mentioning
his daily rates, VAT inclusive, wished payment modalities. Transport and
communications needed for the assignment will be provided by SC.
Working
language
The
main working language is English. However, the consultant must have very good
French language skills in order to be able to efficiently communicate with
stakeholders in Burundi.
Application
requirement and procedures
The
applicants will submit an Expression of Interest, mentioning why they are
suitable for the assignment, prior relevant experience and budget/payment
rates. They should also submit their company/consultant registration
certificate and no-debt RRA clearance certificate. Complete applications should
