The Road Maintenance
Fund / Fonds d’entretien Routier is a Fund charged with receiving, effectively
manage and disburse fluids for the maintenance of public roads as determined by
a Presidential order. (Law No52 BIS/OF 12/12/2006)
The Institution
seeks to recruit suitably qualified, experienced, self-motivated and
hardworking candidates for the following positions.
1.
JOB TITLE: Procurement Officer
JOB SUMMARY:
The job holder is
responsible for the effective and efficient management of the Procurement
The Procurement Unit
of the Road Maintenance Fund is referred to as the Procurement office and
carries out the following functions as provided by the referenced Ministerial
Order No 001/08/10/MIN:
RESPONSIBILITIES
Under the
supervision of the Director General, responsibilities will include but not
limited to the following:
- Supervise
the procurement process in Road Maintenance Fund; - Prepare
and publish the annual procurement plan; - Prepare
bidding documents; - Publish
and distribute invitations to bid; - Receive
and safe keeping of bids; - Obtain
approvals for the award of contract from competent authorities; - Prepare
notification of tender award; - Publish
the results of tender; - Act as
Secretary of Tender Committee; - Monitor
contract management: - Ensure
adequate contract execution in collaboration with the concerned
department; - Preparation
of reports and maintenance of records; - Provide
information and documents requested by Rwanda Public Procurement
Authority; - Produce
monthly reports as stipulated in the procurement regulations; - Keeping
proper procurement proceeding records;
KEY COMPETENCIES
- Self-motivated
and with managerial skills; - Excellent
relationship, management and communication skills necessary for
interaction with user departments and suppliers. - Demonstrate
knowledge of, and experience with, laws dealing with particularly
procurement law and contract negotiation, - Ability
to provide independent advice (orally and in writing) to senior level
management on procurement matters; - Good
planning and organization skills; - Hard
working. - Honest
and with integrity

QUALIFICATION,
SKILLS, EXPERIENCE
- Bachelor’s
degree (A0) in Business Administration, Procurement, Accounting, Public
Finance, Law, Civil Engineering, with at least three (3) years of working
experience. - Be
proficient in English and French. - Having
worked as a procurement officer in a government institution.
2.
JOB TITLE: Human Resource & logistics Officer
JOB SUMMARY:
The job holder is
responsible for the effective and efficient management of the Human Resource
issues.
The Human Resource
Unit of the Road Maintenance Fund is referred to as the Human resource office
and carries out the following functions;
RESPONSIBILITIES
Under the
supervision of the Director General, responsibilities will include but not
limited to the following:
- Responsible
for all aspects of Human Resources and payroll functions for FER - Responsible
for development, implementation and evaluation of Human Resource policies
and procedures - Manage,
administrate and provide advice and assistance on staff performance
management cycle from performance agreements to appraisals and ensure
their quality is up to standard. - Regularly
evaluate efficiency of existing performance management tools and advice
reviews accordingly - Follow
up on management complaints and staff grievance related to staff
performance and advice remedy or escalate to IIR manager for timely intervention - Promote
workplace safety through design of proper working environment and advice
management accordingly - Compile
and consolidate each individual’s career development plan to facilitate
their implementation. - Ensure
management movable and immovable assets; - Manage
office administrative building and installations; - Ensure
good maintenance of movable assets and technical equipment; - Make
inventory and carry out assets counting, - Design
purchase order forms and make follow up on deliveries; - Prepare
and submit stock reports monthly, quarterly and annually - Ensure
calculation of depreciation
