country programs:  Right to Access Quality and Inclusive Education, Right
to Early Childhood Care and Development through United Communities, Right to
Youth Economic Security through Active Citizenship and Right to Protection.
Plan currently operates in Gatsibo, Kayonza, Rwamagana, Bugesera and Nyaruguru.
Plan International Rwanda has recently entered into partnership with UNHCR as
partner implementing Sexual & Gender Based Violence Responses and Child
protection in all Refugees Camps across the country.

Plan
has a strict child protection policy and guidelines that all staff must follow
at all times. All staff are expected to help ensure all Plan associates know,
understand and follow these and take an active role in the protection of all
children from abuse and exploitation.
To
facilitate the implementation of its activities, Plan International Rwanda is
inviting applicants from suitably qualified locally based Internationals and/or
Rwandan nationals with international experience to fill the following vacant

Job
summary
Rwanda
currently hosts nearly 75,000 refugees and asylum seekers across five refugee
camps and urban area of Kigali. Protection concerns have been noted in these
camps including gender-based violence and child protection incidents.
Plan
International Rwanda has been responding to the Burundi emergency since the
beginning of April 2015 as result of Political atrocities that saw about 70,000
Burundian fleeing to Rwanda. Currently they are hosted in three sites – Nyanza,
Bugesera, and Mahama with a quite big number of Urban Refugees.
The
Emergency Response Manager will lead and manage the Emergency Response Team
(ERT) and associated emergency programs and be the interface between the
Emergency Response Team and the Country Director. The ERM is responsible for
the quality and effectiveness of Plan’s emergency response. He is the leader of
the Emergency Response Team, responsible and accountable for developing,
coordinating and managing all emergency activities. The ERM has overall
responsibility for the security and well-being of ERT staff, plus programmes
and assets.
The
ERM is expected to provide strategic leadership in all areas of emergency
programming and strengthen the country office’s overall capacity to be prepared
and respond to emergencies in accordance with accepted principles and
practices, as well as strategically integrate emergency programming within the
overall program approach. As a member of the Country Leadership Team, the ERM
is also expected to actively contribute to the overall governance of the
country office, and delivery of its strategic and annual operating plan.
Typical
Responsibilities – Key End Results of Position:
1.
Assessment, Programme Design and Planning
  • In
    association with the Country Director ERT and Plan Rwanda CMT Country
    Management Team), ensure emergency assessments are executed and from them
    integrated emergency response plans; implementation and exit strategies
    are developed.
  • Ensure
    that PLAN IH decision-makers are aware of humanitarian developments and
    PLAN International Rwanda’s response to them.
  • Ensure
    the Country Director, IH DRM Director, and the relevant Regional
    Humanitarian Coordinator and Regional Disaster Risk Management Manager are
    kept informed about assessment progress, emergency response implementation
    and strategies, project plans, progress reports, and other significant
    developments.
  • Coordinate
    the development of all project implementation plans and budgets within the
    framework of the agreed emergency response programme and strategy.
  • Assist
    and advise the Country Director in securing donor funding for emergency
    projects
  • Support
    project design and proposal preparations for institutional and public
    funding
  • Overall
    responsibility for the development and design of all external proposals,
    budgets and reports.  Ensure they are completed to the highest
    possible standard
2.
Emergency Project Management and Implementation
1.       
    • Maintain
      ongoing surveillance of the developing humanitarian emergency situation
      and adjust activities accordingly.
    • Ensure
      adequate monitoring, reporting and acquittal of emergency activities in
      accordance with PLAN DRM strategy, policies and protocols.
    • Ensure
      that different sectoral activities are implemented in a coordinated and
      cohesive manner.
    • Ensure
      emergency activities are carried out in accordance with the Sphere
      Minimum Standards and Humanitarian Charter in disaster response.
3.
General Management and Leadership
  • Establish
    and maintain constructive working relationships with other NGOs, UN
    agencies, host government, bilateral and multilateral donors, and other
    principle stakeholders including the military where present.
  • Create
    the conditions to ensure effective teamwork and morale.
  • Promote
    a productive work environment with zero tolerance for verbal or physical
    conduct, or discrimination against other persons on the grounds of race,
    colour, sex or creed i.e. the Red Cross and NGO Code of Conduct.
  • Contribute
    to the overall governance of the country office, as a member of the
    country management team.
  • If
    necessary, support the development and implementation of the country
    strategy and annual operating plan.
4.
People Management
  • Ensure
    all Emergency Response personnel understand and carry out their duties in
    accordance with humanitarian principles, Plan values, the Red Cross Code
    of Conduct and SPHERE.
  • Conduct
    performance appraisals of Emergency Response Team staff and ensure regular
    feedback and mentoring on individual performance.
  • Recommend
    changes to Emergency Response team composition and functioning with
    Country Office and partners to maximise emergency programme quality and
    effectiveness.
  • Ensure
    that human resources implications for the team and PLAN for both existing
    and anticipated emergency response are fully assessed, identified,
    described and communicated.
  • Monitor
    ongoing human resources issues and make recommendations and adjustments
    accordingly.
  • Ensure
    team members receive thorough briefings and information.
5.
Information Management
  • Regular
    preparation and dissemination of Sitreps
  • Overall
    responsibility for preparation of quality reports and updates to IH / NOs
    / RO
6.
Public Relations /  Media / Representation
  • Support 
    the Country Director and Communications Coordinator in the development of
    constructive working relationships with media representatives to build
    international and public profile and ensure positive coverage and the
    timely provision of situation reports and fundraising material to Plan’s
    International Headquarters and National Organizations.
  • Ensure
    all information, publicity and fundraising material recognises and
    respects the dignity of disaster victims.
  • Represent
    PLAN in all relevant fora as required.
7.
Safety and Security
  • In
    collaboration with the Security focal point, ensure all personnel
    understand individual and collective responsibilities for safety and
    security.
  • Liaise
    with the Security focal point to ensure compliance with PLAN Security
    Guidelines and their effective application in the local context.
  • Monitor
    the operational environment with respect to increased level of threat and
    advise the Country Office, staff, PLAN International and the PLAN
    International Security focal point.
  • Keep
    the CO Head Office and other interested PLAN members advised of changes
    and threats to the security of PLAN staff, assets and operations.
8.
Administration and Finance
  • Ensure
    that administrative support functions are established and maintained in
    accordance with PLAN International administrative policies and procedures.
  • Ensure
    compliance with all host country legal, contractual, labour and statutory
    requirements including registration in countries where PLAN has no
    pre-existing presence.
  • Ensure
    with the Finance Manager the establishment, as necessary, and maintenance
    of PLAN International financial management and accounting systems for all
    emergency assessment and response activities and assets.
  • Coordinate
    mobilisation of financial resources related to emergency activities.
  • Ensure
    with the ICT team that secure and reliable communications/ information
    management facilities are established and maintained.
  • Ensure
    emergency members are familiar with usage, procedures and relevant
    protocols
  • Ensure
    with the Administration & Logistics Manager the establishment and
    maintenance a functional procurement and supply chain management system.
  • Ensure
    with the Administration & Logistics Manager the timely and appropriate
    establishment of all logistics infrastructure

Dealing
with Problems:
  • The
    post-holder will make rapid assessments of situations and then make
    judgments for the organization on strategic choices and action often with
    inadequate information
  • The
    job requires decisions to be made on the basis of assumption and
    experience, as little hard information will be available.  Decisions
    need to be context specific and there will often be no precedents to draw
    upon.
  • Management
    judgment will be required to negotiate and influence local Plan teams to
    take steps to respond in ways that may be new or worrisome in contexts
    that are stressful to all involved
  • Decisions
    may affect the lives of thousands of disaster affected children, millions
    of dollars, security of staff, and the profile of Plan across the
    humanitarian sector and across media.
  • Excellent
    risk-assessment and management is required to support decisions that may
    require overcoming attitudinal, systemic and physical barriers.

  • Proven
    relevant humanitarian aid experience in complex and natural disasters

    multi-million dollar budgets
  • Experience
    in complex decision making and leading a multi-disciplinary,
    multi-national team under difficult circumstances
  • High
    level of expertise in representation and negotiation with governments and
    donors
  • Strong
    understanding of the humanitarian emergency operating context, including
    Sphere, the humanitarian system, donors, security, civil military liaison
    and program management
