PURPOSE

Plan

Plan
International is a consortium partner on for the USAID-funded HingaWeze
project.  HingaWeze is a five year project that seeks to sustainably
increase smallholder farmers’ income, improve nutritional status of Rwandan
women and children, and increase the resilience of the agriculture and food
systems to the changing climate.
This
role will be responsible for leading efforts to operationalize gender equality
throughout programming.
Dimensions
of the Role
The
Senior Gender Advisor will be responsible for leading efforts to operationalize
gender equality throughout programming. S/he will lead outreach efforts to
inform project participants of the benefits of women’s participation, ensuring
that gender concerns are considered in activity design, and incorporating gender
into the Monitoring, Evaluation, and Learning Plan.  This position will
work to ensure that the project addresses the unique needs of women and girls,
and will develop the capacity of partners, government, communities and
households to sustainably address these needs moving forward.
Accountabilities
Leadership
  • Provide
    strategic leadership and vision to mainstream gender throughout HingaWeze
    activities.
  • Ensure
    that gender considerations are integrated into the design, review and/or
    development of HingaWeze activities through gender-aware and
    gender-transformative programming.
  • Lead
    efforts to build the capacity of program staff, and other key stakeholders
    including communities and government partners to mainstream gender across
    all activities at the individual, household and community levels.
  • Conduct
    trainings and Training of Trainers (ToT) for program staff and community
    workforces to support the development and implementation of gender-aware
    and gender-transformative interventions.
  • Establish
    and maintain a productive relationship with key stakeholders, including
    government officials, NGOs, and community groups for smooth implementation
    of gender-related activities.
  • Promote
    male engagement and introduce notions of positive masculinities regarding
    gender norms and roles in nutrition and agriculture.
  • Collaborate
    with the Monitoring, Evaluation, and Learning unit to ensure that the
    outcomes and impact of the gender activities is measured and evaluated for
    constant learning and improvement.
Management
  • Work
    collaboratively with HingaWeze project staff and Plan International
    regional staff to ensure proper financial projections, reporting,
    spending, and compliance with project terms and conditions for all
    activities related to gender.
  • Promote
    and support the dissemination of best practices related to gender among
    the project teams.
  • Contribute
    to timely, accurate, and appropriate reporting of program activities and
    results to the donor, including progress reports and annual reports.
  • Ensures
    that Plan International’s global policies for Child Protection (CPP) and
    Gender Equality and Inclusion (GEI) are fully embedded in accordance with
    the principles and requirements of the policy including relevant
    Implementation Standards and Guidelines as applicable to their area of
    responsibility. This includes, but is not limited to, ensuring staff and
    associates are aware of and understand their responsibilities under these
    policies and Plan International’s Code of Conduct (CoC), their relevance
    to their area of work, and that concerns are reported and managed in
    accordance with the appropriate procedures.
Key
relationships
Internal:
This
position reports directly to the Senior Nutrition Advisor, HingaWeze and will
sit in the Nutrition and SBCC Unit. However, this position will be required to
collaborate across the HingaWeze project, working closely with the Monitoring,
Evaluation and Learning Unit, the Agricultural Productivity Unit, and the
Business, Market and Finance Development Unit.  This position will also
work closely with the HingaWeze field staff at the Provincial and District
level to ensure smooth implementation of gender-related activities.
This
position will also collaborate closely with Plan International staff from both
the Plan International Rwanda and Plan International USA office.
External:
The
post holder will make all possible efforts to maintain strong relationships
with existing/recent partners and also ensure that Plan International Rwanda
and the HingaWeze project are well represented. This will include activities
such as representing HingaWeze at technical working groups, working with
relevant government ministries and staff, and collaborating with other
implementing partners.

Knowledge

  • Ability

  • Excellent
    interpersonal, writing, and oral presentation skills
  • Strong
    work experience with local and international organizations in Rwanda,
    including both private and public partners
  • Coaching,
    mentoring, training and facilitation skills
  • Fluent
    speaker of French, Kinyarwanda, and English
  • High
    level of computer proficiency

 Qualifications
and Experience
  • Masters
    in Gender Studies, International development, Sociology, Development
    study, Social work
  • A
    minimum of fifteen (15) years’ international experience in designing,
    managing, and implementing community development and gender programming in
    developing countries
  • At
    least ten (10) years of experience with gender mainstreaming, and gender
    issues related to girls’ or women’s empowerment
  • Experience
    in the development and implementation of gender-specific training for
    international organizations, NGOs, or other civil society organizations
    essential
  • Experience
    developing high-impact gender tools and materials
  • Demonstrated
    experience in the design, implementation, monitoring and evaluation of
    international development and integrated program activities in the areas
    of girls’ and women’s empowerment, and gender integration
  • Demonstrated
    experience providing technical assistance to support the integration of gender
    in USG-funded projects
  • Understanding
    of USAID food security and nutrition interventions; Feed the Future
    experience preferred
  • Familiarity
    with the use of Appreciative Inquiry an asset
  • Rwandan
    female nationals strongly encouraged to apply

This
position will be based in Kigali, Rwanda, with time divided between the
HingaWeze project office, and the Plan International Rwanda Country Office. The
position will require field visits to the target districts in Eastern, Western,
Southern and Northern Provinces.
