 SUMMARY OF THE ORGANIZATION’S PROFILE
Established
in 1949, SOS Children’s Villages International is non-governmental organization
working globally to meet the needs and protect the interests and rights of
children. SOS Children’s Villages International is an umbrella organization
that provides support and guidance to SOS member associations in over 135
countries worldwide. Our vision is that every child belongs to a family arid
grows with love, respect and security.

Children’s Villages started working in Rwanda in 1979. SOS Children’s Villages
Rwanda works to meet the needs and protect the interests and rights of children
without parental care or those at risk of s

eparation with their families. To be
more effective it has enlarged its target group and developed a project on
building mental health competencies for supporting vulnerable children and
young people in Rwanda. It is a four-year project (2017-2021) aiming at
increasing mental wellbeing of children and young people in Rwanda. The project
participants are vulnerable children and young people aged 10-18; health and
care professionals, semiprofessionals and caregivers in and around the four SOS
locations in Rwanda: Nyamagabe. Kigali, Gicumbi and Kayonza. The backbone of
the project Interventions is the narrative approach using both individual arid
group settings. The narrative approach is an appreciative therapeutic and
identity-reinforcing approach, whose key words in regard to support for adults
are: strengths and resources, and initiatives taken in regard to faced
challenges. The key words for the children’s support: coping, options for
action, networks, hopes and dreams for the future, as well as the individual
child’s strengths and resources.

We
are looking for a highly qualified and competent researcher to conduct a
baseline study for the project that operates in Districts of Gasabo, Gicumbi,
Kayonza and Nyamagabe.
2.  
 OBJECTIVE OF THE BASELINE STUDY
The
baseline study aims to achieve the following objectives:
  • To
    avail baseline data for the project objective/outcome indicators thereby
    enabling project staff to monitor and evaluate the project progress
    against the set indicators over the course of the project implementation
  • To
    formulate analytical and strategic recommendations based on the findings
    to guide the project interventions
3.  
 JOB SUMMARY
The
baseline study will focus on assessing the:
  1. Vulnerable
    children current psychosocial situation in and around the four SOS
    locations:
  • Number
    of children and young people identified with needs to improve psychosocial
    wellbeing in schools (Primary and secondary), health centers, youth
    centers, rehabilitation centers, churches, community structures, clubs,
    etc
  • Occurrence
    of mental health interventions for children and young people
  • Number
    of children and young people who benefit from psychosocial support groups
  • Number
    of children young people with severe psychosocial-related problems who are
    referred to relevant professional care
  • Level
    of preparedness/’readiness to cope with reintegration from residential care
    to the biological extended family

Knowledge, attitudes and practices of professionals, semiprofessionals members
of mm unity child care structures and caregivers in preventing and dealing with
psychosocial related problems among children and young people
3)
Number of professionals. Semiprofessionals, local health authorities, members
of community child care structures and caregivers in and around the four SOS
locations that receive training, clinical and peer supervision, community
counseling or other interventions to create awareness on and promote
psychosocial support for vulnerable children and young people
4)
Existence of tools (manuals, best practices reports), strategies, partnership
agreements, network platforms to promote psychosocial support for vulnerable
children and young people among child mental health practitioners in and around
the 4 SOS locations? What is available? What are the gaps?
4.  
 RESPONSIBILITIES INCLUDE:
  • To
    develop required tools for data collection
  • To
    make a sample of informants in four districts: Gasabo, Gicumbi, Kayonza
    and Nyamagabe
  • To
    collect required data arid information
  • To
    analyze collected data
  • To
    present baseline data and information on the four areas of focus
  • To
    formulate analytical and strategic recommendations based on the research
    findings
  • To
    produce a draft baseline report and conduct a workshop to present
    preliminary results
  • To
    produce a final[ report containing an executive summary. a description of
    the methodology used, a critical analysis of research findings,
    recommendations for actions and annexes including data sources and tools
5.  
 METHODOLOGY
The
consultant will clearly present the methodology to be used to effectively
fulfil this task. The organization of the whole work, the implementation of
various phases of the work to be done have to be clearly detailed in the offer.
6.  
 REQUIREMENTS
  • Masters’
    degree or PhD with minimum 5 years consultancy/research experience in
    psychology, mental health, public health, social work, Social/Development
    work, anthropology or any other related field
  • Demonstrated
    success in conducting baseline studies for NGOs or government bodies
  • Experience
    in conducting research with children and young people with required
    ethical considerations
  • Experience
    in using qualitative and quantitative methods
  • Excellent
    writing and editing skills in English
  • Sound
    computer skills including data analysis software
  • Note
    that the maximum assignment’s time frame is 5 weeks including data
    gathering, analysis and presenting the 154 draft and the final baseline
    document
  • Certificate
    or recommendations from three similar works conducted.

    assignment

    technical offer detailing the methodology to use and work schedule of the
    different phases; timeline, milestones, activities
  • A
    financial offer including consultancy fees, field data collection fees and
    administration fees
