The National Agricultural Advisory Services (NAADS) was established through an Act of Parliament (2001) of which three organs, the Secretariat, the Board and Farmers Forum were established.
In order to ensure policy implementation and operationalisation of the strategic plans of the organisation, meet the national strategic objectives embedded in the National Development Plan (NDP) in the context of the Agricultural Sector Development Strategy and Investment Plan (DSIP), and achieve Prosperity For All (PFA), the National Agricultural Advisory Services Board now invites applications from suitably qualified Ugandans to fill the following vacant positions at the NAADS Secretariat.
Executive Director (1 POST)
Reports to: Board of Directors Directly supervises: Manager Advisory services;
Manager Planning Monitoring and Evaluation Manager Finance and Administration; and Information & Communication Officer
a. Job purpose
To ensure policy interpretation, develop strategic plans. Ensure the organisation meets the national strategic objectives embedded in the National Development Plan (NDP), in the context of the Agricultural Sector Development Strategy and Investment Plan (DSIP) to achieve Prosperity for All (PFA) and food security.
b. Key functions
i. Provide overall management of the organisation to achieve its goals and, objectives within the NAADS mandate;
ii. Mobilize human and capital resources required for the implementation of the NAADS organisation;
iii. Secretary to the Board and ensuring that the Board’s directives and guidelines are incorporated into all organisation activities;
iv. Coordinate and supervise the preparation of annual work plans, budgets and technical guidelines for the organisation;
v. Provide standards of services for the NAADS organisation;
vi. Coordinate the preparation of reports to the Board, MAAIF and the Agricultural Donor Group;
vii. Accounting Officer for the NAADS organisation;
viii. Coordinate the overall planning, implementation, monitoring and evaluation of all NAADS activities;
ix. Appraise performance reports of all Heads of Departments.
x. Provide secretariat to the Farmers fora.
Job requirement
c. Person Specifications
(i) Qualifications:
• Bachelors degree in Agricultural related sciences, Rural Development,
• A masters in related fields plus and Phd degree
• a postgraduate qualification in Business management, Project Planning and management, Public Finance or general management added advantage.
(ii) Experience
At least 10 years relevant experience, 3 of which must have been at head of department level, with increasing seniority and responsibilities demonstrated in the planning, management administration of agricultural or rural development projects in the public sector, performance monitoring and financing.
