Hopkins University. The MCSP program implement

ed by Jhpiego and its partners
aims at reducing child and maternal mortality through increased coverage and
utilization of high-impact low cost reproductive, maternal, new-born, and child
health (RMNCH) interventions and innovative approaches and strengthen the
capacity of the Ministry of Health (MOH) to manage and scale up high-impact
RMNCH interventions.

Jhpiego
Rwanda is hiring a local consultant to cost strategic plan MNCH &
FP/ASRH
for its USAID funded Maternal and Child Survival Program (MCSP).
The Consultant will report to the Sr. MNCH Advisor. Duties, responsibilities and
deliverables are outlined here below:
Scope
of work for a consultant to cost strategic plan MNCH & FP/ASRH
  • Review
    and analysis of both draft strategic plan and other key health economic
    data to be able to develop costing of interventions
  • In
    cooperation with the MoH/RBC staff, defining a detailed template costs
    structure (cost breakdown) which will be used as a framework and
    constitute a base for further proceedings, where each cost position has to
    be precisely defined
  • The
    consultant will be expected to regularly interface with MoH/RBC and MCSP
    staff and core team to get guidance on regularly basis
  • Incorporate
    the feedback from stakeholders into the both strategic plan to ensure more
    tailored and relevant product
  • Drafting
    and finalizing the strategic plan costing part
  • Complete
    final document ready for approval and integration in the whole document
    for both SP
Derivable
  • Inception
    report of the work to be undertaken.
  • Draft
    Report summarizing the results to be presented in stakeholders aimed at
    review and enrichment of the work of the consultant.
  • Final
    Report of costing for both strategic separately of the proposed five-year
    Strategic Plan agreed upon with clear and detailed cost breakdown for each
    year from 2018-2024.
Competency
and qualification
The
Consultant must demonstrate the following qualifications and experience:
  • Be
    Rwandan by nationality;
  • A
    medical degree (doctor) or Hold a master’s degree in public health
  • At
    least 8 years of experience in health financing
  • Wide
    experience in RMNCH in Rwanda’s health system is an added value,
  • Experience
    in policy and RMNCH strategy development
  • Knowledge
    of new international health recommendations
  • Written
    fluency in English
Level
of effort and location of assignment
  • This
    is a short-term assignment and the main location of assignment is Kigali,
  • The
    expected timeframe of this consultancy is 20 working days counted from
    hire date.
  • This
    consultancy is expected to start on 1st September 2017

Fees
Consultancy
fees will be negotiated with best consultant candidate and should not exceed
Jhpiego current consultancy rate fees.

  • Motivation
    letter and updated CV;
  • At
    least 3 certificates of successful job completion issued by three recent
    clients to whom consultancy in developing the FP/ASRH strategy and the
    MNCH strategy or related health consultancy services were provided;
  • 3
    Professional references with full names, phone number and email address
  • Technical
    proposal (2 pages maximum) including the client understanding of ToRs.
  • Tax-payer
    registration number (TIN number) from RRA and authorization from RDB
