The
Building Learning Foundations Programme (BLF) is funded by the United
Kingdom’s Department for International Development (DFID) and aims to
improve the quality of teaching and leadership in all of Rwanda’s government
primary schools.

programme is being implemented by a consortium of British not-for-profit
organisations led by Education Development Tru

st in partnership with the
British Council and VSO in all thirty Districts from 2017 to 2021.BLF will
benefit all P1-P3 English and Mathematics teachers in all of Rwanda’s 2,494
primary schools. Thereby improving learner outcomes of over one million P1
to P3 pupils

Working
at both the national and subnational levels, BLF has structured its work in 3
foundations to best achieve these desirable outcomes:

to P3 Teachers of English and Mathematics are able to teach foundational
skills more effectively and inclusively, thereby improving learner outcomes.

Leaders prioritise effective and inclusive teaching, thereby improving
learner outcomes.

at School, District and National levels, are strengthened, responsive and
inclusive, thereby improving learner outcomes.
BLF
is looking for five qualified and suitable persons for the positions of
District Performance Advisors support and coordinate the implementation of
Foundation 3 activities in assigned districts in Rwanda. One of the positions
will be based at Kigali and the other four will be based in Nyagatare (Eastern
Province), Huye (Southern Province) Karongi (Western Province) and Musanze
(Northern
Province).                                          
Job
purpose:
The
role of a District Performance Advisor is pivotal to the BLF’s overall success
at the sub-national level and will work alongside sub-national level government
departments and other development partners to bring immediate and lasting
change. The primary focus will be to support the implementation and reporting
of the BLF’s Foundation 3 activities at assigned Districts on capacity
development and systems strengthening.
Job
objectives:
1.
To support the design, implementation, rollout, on-going use and evaluation of
a district and national level data-driven performance management system for
education in Rwanda including to:
1.1.
Assist in defining, testing and implementing appropriate metrics at the
sub-national level to assess interim and long-term BLF programme outcomes
around learning, teaching and school leadership in P1-P3. The data
capture/metrics will be aligned with UNICEF’s LTMIS programme (and with SOMA
UMENYE’s efforts) and work at the national level to strengthen data systems.
1.2.
Provide oversight and coordination support on the development of data systems
and tools for monitoring and tracking the quality of teaching and learning in
P1-P3 at the subnational-level.
1.3.
Assist in constantly evaluating the data management systems developed and to
ensure they are systematically integrated into wider Ministry of Education
(MINEDUC) and Rwanda Education Board (REB) data systems.
Capacity
Development
2.  
To support BLF’s districts level capacity development and operational support
activities for District Directors of Education (DDEs), District Education
Officers (DEOs) and Sector Education Officers (SEOs) with a focus on SEN and on
skills and tools required to: a) develop District plans that are aligned with
the new ESSP, b) support the rollout of the competence-based curriculum and c)
support the implementation of better education management practices. This will
include to:
2.1. 
Undertake capacity assessments on the analysis and use of data for better
decision-making.
2.2.
Assist in improving Sector and District-level systems and processes for data
collection, storage, analysis and effective use of data focusing on P1-P3
teaching and learning data including that for pupils with SEN.
2.3.
Identify opportunities for and to develop and deliver targeted capacity
development training on data collection, storage, analysis and effective data
use in planning and decision-making as well as on better management practices
to sub-national education stakeholders where required.
2.4.
Assist in the planning, procurement and coordinating of specialised technical
input needed at the subnational level where required.
2.5.  
Support the generation of new data and evidence on children with special
education needs (SEN).
Partnerships
3.  
To strengthen partnerships that will maximize BLF’s impact on systems
strengthening, including to:
3.1.        
Develop and strengthen relationships with sub-national and district leaders and
other key complimentary programmes in Rwanda with regards to performance data
and management, planning in education P1-P3.
3.2.        
Work closely with members of the BLF consortium and other relevant development
partners to identify leverage opportunities for complementary activity
execution around data and systems strengthening where possible.
Scope:
Under
the leadership of the BLF’s Education Performance Manager, this role will
support the design, implementation and rollout of the BLF’s 3-year systems
strengthening and capacity building program of activities at the District
level.
The
post holder will work on and coordinate day-to-day Foundation 3 activities at
the District level ensuring that implementation and support provided is timely
and as per expected highest standards, the focus of Foundation 3 work
activities being that:
  • Local
    governments at all district and sector level are equipped with appropriate
    tools and skills to plan for successful implementation of
    nationally-driven education policies with targets and trajectories that
    are focused and aligned to the ESSP.
  • Local
    governments are supported by effective monitoring and evaluation
    (including EMIS) practices, value for money (VfM) practices and improved
    management practices;
  • Support
    is provided to key staff in local governments on tools and skills: that
    enhance their technical capacity to drive evidence-based implementation
    plans, that strengthen the rollout of the competence-based curriculum, and
    that are aligned with teacher development priorities;
  • DEOs
    and SEOs are focused on and able to achieve education learning
    targets.They are equipped with the appropriate tools, skills and
    accountability mechanisms to monitor performance and apply effective
    management practices at the local level and;
  • A
    reliable and decentralised data collection and management system building
    on existing REB and MINEDUC systems is in place and supporting all system
    levels by providing regular and reliable performance data to enhance
    evidence-based decision making at all levels.
Person
specification:
Knowledge
  • A
    university degree in information management or related subject.
  • Excellent
    written and oral English and Kinyarwanda language skills.
  • Good
    grasp of project management disciplines to support successful implementation
    of activities.
Experience
  • Proven
    successful experience in a similar role (design, implementation, reporting
    and analysis of systems to collect complex data as well as training and
    capacity building) on education reform programmes in Rwanda.
  • Experience
    of working in cross-functional teams.
  • Demonstrable
    ability to working independently while managing risks and ensuring VfM and
    cost-effectiveness of implementation.
Skills
  • Good
    communication and interpersonal skills.

    to work in a multidisciplinary and multicultural environment.
  • Strong
    team-building and motivational skills.
  • Proficient
    in computer skills.
