American Refuge Committee (ARC) 7 Various Jobs Vacancies in Kigeme, Rwanda

American Refuge Committee informs the public of an opening for the following positions and Hiring is subject to approval of funding:

1. Job Title: Finance/ Administration Assistant/Kigeme (1)

Qualifications
• University Degree in Economics, Business Administration or Management (Ao)
• Fluent in both English and French
• Computer literate
• Ability to live and work in isolated areas of Rwanda
• Previous experience with INGO is an advantage

Duties and responsibilities
• Maintain and manage petty cash disbursements.
• Maintain all financial files and calculate expenses by grants and remaining balances as requested.
• Prepare all required financial reports.
• Develop and keep updated computer programs that support and facilitate the maintenance of files and the production of reports.
• Certify casual laborers attendance sheets and prepare casual laborers payroll including payment sheets.
• Ensure that all-necessary taxes, utilities and leases are paid on time.
• Serve as the person in charge when the Camp Manager is out of office.
• Responsible for all administrative affairs of Kibuye field office.
• Coordinate with the Camp Manager in developing work schedule for the logistic staff.
• Monitor activities of logistics staff and heads of departments in carrying out assigned tasks.
• Prepare administrative reports as required.
• Attend meetings as directed by the camp manager, able to defend the interest of ARC during meetings.
• Any other tasks as may be requested by the Administrator, Camp Manager, Administration/Finance Officer and/or Country Director

2. Job Title: Sanitation Coordinator/Kigeme (1)

Qualifications:
• BA degree in Construction or related Engineering sector
• Two years experience with Development or Relief Organisation
• Ability to manage several teams of skilled workers
• Fluent in English and French or Swahili as a second language
• Ability to live and work in isolated areas in Rwanda
• Experience in Management with Rwandan staff
• General knowledge of Construction, Sanitation, and Water programs
• Computer Literate

Duties and Responsibilities
• Ensure maintenance of the water system (motor-pump, distribution network, reservoirs, tap stands) in the camp including a record check up system, observations of security measures, good use and manipulation
• Ensure maintenance of the health centre generator in the camp, including a record check up system, observations of security measures and good use of the generator
• Follow up on the digging of latrines by proposed contracts
• Follow up on the emptying of garbage pits and sanitation areas by ARC staff
• Maintenance and rehabilitation of operational showers drainage system
• Participate in the sensitisation of the refugees in keeping the camp
• Any other tasks as may be directed by the Water and Sanitation Engineer / Camp Manager or the Country Director.

3. Job Title: Storekeeper / Kigeme (1)

Qualifications:
• Advanced Diploma in accounting or equivalent.
• Strong oral and written skills
• Computer Skills
• Two years experience with Development or Relief Organisation
• Fluent in English and French or Swahili as a second language
• Ability to live and work in isolated areas in Rwanda
• Computer Literate

Duties and Responsibilities
1. Supervise the store keeper and check all good received notes for all goods received into the warehouse;
2. Verify all waybills for all items removed from the warehouse. All persons to whom goods are given should inspect items, check for quantities on waybills and sign as receiving the items;
3. Prepare requisitions of materials needed in the field and make the follow up till they are distributed to users;
4. Coordinate the purchasing to facilitate distribution of Materials;
5. Coordinate vehicle movement according to ARC transport policy;
6. Organize the maintenance of vehicles and other equipments
7. Transport assistance including issuing Fuel Coupons and Vehicle Logbooks;
8. Monitoring vehicle use and mileage reported in the logbook;
9. Prepare weekly vehicle report to be submitted to the Camp Manager;
10. Prepare logistics weekly report.
11. Coordinate the use of vehicles
12. Review vehicle log sheets periodically and manage the efficient use of vehicles.
13. Perform any other duties assigned by the Supervisor, or any other ARC senior Managers.

4. Job Title: Driver / Kigeme (1)

Qualifications:
• Diploma/Advanced school certificate
• Over 2 years driving experience
• Pass drivers safety test
• Knowledge of mechanics helpful
• Fluent in English and French or Swahili as a second language
• Ability to live and work in isolated areas in Rwanda

Duties and Responsibilities
1. Obey all Rwanda traffic laws when driving ARC vehicles
2. Drive ARC staff and visitors safely to their destinations
3. Transport ARC goods to their destination in a safe and responsible manner
4. Assist in loading and unloading of vehicles and trucks
5. Ensure that the vehicle has no less than a half-tank of fuel during the week, and that the vehicle has a full tank every Friday
6. Record the mileage and fuel use of the vehicle accurately in the log book
7. Report all vehicle maintenance problems, accidents and damage immediately to your supervisor
8. Guard vehicle against thieves and vandals, and ensure that vehicles are locked and parked in a secure manner
9. Be available to work after hours and weekends when necessary
10. Any other tasks as requested by the Logistics Manager or any Supervisor

5. Job Title: Community Service Coordinator / Kigeme (1)

Qualifications:
• BA degree in Social political and administrative sciences, Public administration or Social science,
• Two years experience of working with vulnerable persons,
• Fluent in English and French or Swahili as a second language
• Ability to live and work in isolated areas in Rwanda
• Experience in Management of team
• Computer Literate

Duties and Responsibilities Summary:
• Conduct interviews, obtain information and documents, prepare IC files for submission to HQ, and necessary follow-up;
• Interview cases requesting medical assistance and necessary follow-up;
• Assess destitute cases observing financial assistance, prepare all required documents, coordinate payment with administration;
• Arrange travel and pre- departure formalities for the accepted ICs for resettlement and medical treatment;
• Assist in preparation of resettlement statistics and project monitoring reports;
• Keep regular record of the project disbursements/ commitments, budget balances;
• Perform other duties as required by country director and Camp Manager

6. Job Title: Construction Coordinator / Kigeme (1)

Qualifications:
• Higher College Diploma – Construction or related
• Minimum Two years experience of working in Construction and supervision of labor
• Fluent in English and French or Swahili as a second language
• Ability to live and work in isolated areas in Rwanda
• Experience in Management of team
• Computer Literate

Duties and Responsibilities Summary:
• Ensure efficient and rational co-ordination of receiving and delivering supplies and materials to various work sites in the camp
• Oversee the progress of work sites for construction, maintaining and rehabilitation of the shelters and public infrastructures in the camp
• Supervise construction workers at work sites and control effectiveness of work to be accomplished
• Maintain and request for repairs construction equipment used at work sites
• Liaise with partners, representatives responsible for co-ordinating the construction program
• Make sure all the administrative tasks regarding recording beneficiaries are completely and correctly completed before doing the work
• Actively seek qualified women who can work or assist ARC construction projects
• Provide weekly plans and monthly reports on 25th of each month
• Responsible for security and safety at work sites for both for yourself, local and expatriate staff
• Submit for agreement all work to be done and required resources including human, materials and equipment
• Any other duties requested by the Camp Manager

7. Job Title: Emergency response officer / Kigeme (1)

Qualifications:
• At minimum 5 years of international working experience in emergency settings in various countries, preferably in East/Central Africa.
• Experience starting up operations in emergency settings, preferably in Africa
• Fluency in French and English
• Ability to represent ARC and coordinate efforts with UN agencies, INGOs and government authorities. Experience working with UNHCR preferred.
• Demonstrated experience in construction, shelter, WASH and protection programming and familiarity with SPHERE standards.
• Experience in conducting rapid assessments and drafting proposals and concepts strongly desired
• Experience managing a large team in a fast paced environment
• Experience maintaining financial systems and managing reporting, as required by funders
• Demonstrated ability to develop and maintain logistics and procurement systems

Key Responsibilities:

Program Coordination and Management:
o Supervise and manage the establishment of Kigeme Refugee Camp by setting up a multi-sectoral program including but not limited to; Emergency shelters and Semi Durable shelters for refugees coming from Nkamira Transit as well as multi-sectoral
o Liaise with UNHCR and MIDIMAR including other partners for the construction of Public Infrastructures such as offices, food distribution center, health post etc within the camp
o Supervise and manage program staff in the camp and assist with new staff recruitment.
o Monitor the implementation of operations according to the budget of the camp programs (Shelter and Infrastructure, Community Services and GBV)
o Participate in the development of new programs or expansion of existing programs.
o Provide daily updates to the Senior Program coordinator and Country Director and weekly and monthly reports, as appropriate
o Liaise with the Senior Program Coordinator and Admin/Finance officer for efficient utilisation of all resources as well as facilitating fieldwork.
o Represent ARC International in all co-ordination and planning meetings as necessary.
o As requested by the Country Director, be the security focal point for ARC, liaise with UNHCR, MIDMAR, WFP and other partners
o Perform other tasks when deem necessary by the SPC or CD.

Logistics and Finance:
• In conjunction with the Kigali based Financial Controller and Logistics Manager, establish logistics and financial systems to ensure that ARC’s finances and resources are managed appropriately and that ARC financial policies and procedures are followed.
• Liaise with the Kigali based Finance Manager for technical advice and assistance.
• Collaborate with the Finance Controller to ensure monthly financial projections and corresponding cash requests are processed in a timely manner.
• Perform weekly cash counts and reconciliation
• Be responsible for the security and safety of staff and assets within the area of responsibility Camp by closely coordinating with the Security and Staff Safety Manager.
• Liaise closely with Kigali based Logistics team to ensure that adequate logistics support for Kigeme based team is provided. Ensure that requests for programmatic supplies, equipment, medical equipment, drugs, vehicles, fuel etc are submitted and procured in a timely matter
