Global Communities Rwanda is
requesting applications from competent consultancy firms to document the
USAID-funded Twiyubake Program’s transformative work through a systematic
analysis of the pathways to, and determinants, of positive change in most
vulnerable households supported by the program. The goal of USAID
Twiyubake Program is to support 50,000 vulnerable households in 12 districts
(Nyarugenge, Gasabo, Kicukiro, Kayonza, Kayonza, Kamonyi, Huye, Karongi,
Nyamasheke, Rutsiro, Gicumbi, Musanze and Burera), by reducing economic and
social vulnerability and empowering parents to make investments to meet the
unique needs of their families, particularly young children and adolescents.

The program is expected to
achieve four interlinked results: increased capacity of families and
communities to provide healthy, nurturing, and engaging environments for
vulnerable children below age five; decreased family economic vulnerability;
increased knowledge, attitude, skills, aspirations and confidence of
adolescents transitioning to adulthood; and increased capacity of communities
to provide essential preventative and protective services to vulnerable
families and children.

Twiyubake program applies the
case management approach to provide vulnerable households with services
tailored to their specific needs, and systematically graduate each household
after 2-3 years of accessing program interventions. Graduation is initiated
when a household has achieved the graduation goals as defined by the
program-developed Household Vulnerability and Graduation Assessment (HVGA)
framework. This quarter, the program successfully graduated 2,804 households
from direct program support. Community-level graduation events were conducted
to celebrate the achievements of these households and to encourage them to
sustain the positive outcomes attained.

first bunch between July and August 2018, the program intends to collect
success stories and best practices among the beneficiaries who graduated in
Twiyubake program.
