The National Agricultural Advisory Services (NAADS) was established through an Act of Parliament (2001) of which three organs, the Secretariat, the Board and Farmers Forum were established.
In order to ensure policy implementation and operationalisation of the strategic plans of the organisation, meet the national strategic objectives embedded in the National Development Plan (NDP) in the context of the Agricultural Sector Development Strategy and Investment Plan (DSIP), and achieve Prosperity For All (PFA), the National Agricultural Advisory Services Board now invites applications from suitably qualified Ugandans to fill the following vacant positions at the NAADS Secretariat.
MANAGER -TECHNICAL SERVICES (1 POST)
Reports to: Executive Director Supervises: Agricultural Advisory Services Officer; and Social Development Officer
Job purpose:
To support farm enterprise productivity and profitability through increased farmer access to improved technologies, quality advice and promotion of value chain development.
a. Key functions:
i. Provide technical guidance on participatory planning, enterprise selection and technology development for advisory services and technology;
ii. Coordinate and supervise the preparation of annual work plans, budgets and technical guidelines for the department;
iii. Coordinate and supervise the implementation of advisory services and technology development activities;
iv. Coordinate planning, budgeting implementation of advisory and technology development activities;
v. Provide the technical guidance for the identification of technological needs and priorities and their conveyance to research institutions;
vi. Supporting and promoting Public and Private partnership for advisory and technology developed;
vii. Coordinate and supervise capacity building and development of systems and procedures for adaptive research and farmer institutional development;
viii. Provide technical guidance on agro processing and value addition; and
ix. Enhance collaborative linkages with other institutions charged with similar responsibilities for agriculture advisory services and technology development.
x. Any other duties as may be assigned by the .supervisor.
Job requirement
b. Person Specifications
(i) Qualifications:
• Bachelor’s degree in, Agricultural related Sciences, Agribusiness.
• A master of Sciences in related field Plus a PhD degree
• Post Graduate qualifications in management added advantage.
(ii) Experience
At least 7 years relevant experience, 3 of which, must have been at head of department level, with increasing seniority and responsibilities demonstrated in the planning management administration of agricultural or rural development projects in the public sector, performance monitoring and financing.
