JOB
PURPOSE
To
provide effective specialized support and technical analyses to policy and
programme activities that effectively meet food assistance needs.
KEY
ACCOUNTABILITIES (not all-inclusive)
1.
Provide technical support and assist in the

development and implementation of
various activities and processes within the specific area of work supporting
alignment with wider programme policies and guidelines.
2. Provide specialized project management support to specific and/or defined
programmes to ensure that the various activities are performed within the
established targets following WFP’s policies and procedures.
3. Within the specific area of responsibility, prepare a range of reports and
data analysis (e.g. food assistance needs, resource utilization, programme
status, performance) and highlight trends/issues ensuring deliverables adhere
to corporate standards and quality control.
4. Ensure and/or perform accurate, timely recording of data within the specific
technical area of work (e.g. assistance programmes, food security and
vulnerability assessments) and consistency of information presented to
stakeholders.
5. Liaise with internal counterparts to support effective collaboration,
implementation and monitoring of ongoing project activities.
6. Coordinate and communicate with local partners, agencies, NGOs and
government institutions to perform accurate food security analyses and to
ensure efficient delivery of food assistance.
7. Support the capacity building of WFP staff, cooperating partners and
national government within the specific technical area.
8. Act as a point of contact for resolution of a range of operational queries
and problems within a specific technical area of responsibility. 
9. Oversee and/or review the work of other support staff, providing practical
advice and guidance, to contribute to delivering objectives to agreed standards
and deadlines.
10. Follow standard emergency preparedness practices to ensure WFP is able to
quickly respond and deploy needed resources to affected areas at the onset of
the crisis.

OTHER
SPECIFIC JOB REQUIREMENTS
Database
update and development of monitoring tools
  • Update
    database system to adjust beneficiaries’ baselines and typologies, planned
    rations, and commodities according to needs and from one year to next, in
    coordination with M&E Officer;
  • Design
    monitoring system of newly approved projects, modify end dates when
    extensions of projects are approved and ensure correspondence between WFP
    database and CTS project codes;
  • Assist
    in the migration to corporate monitoring database / system when it is
    rolled out;
  • Update
    monitoring tools, including Cooperation Partner (CP) reports, checklists,
    survey questionnaires, as required;
Monitor
database use and data quality control
  • Monitor
    Sub Office performance in terms of timeliness of data entry into WFP
    database, issue reports on missing Cooperating Partner reports and
    checklist reports by project, by month, by field monitor and follow up
    with Sub Office for timely data entry;
  • Perform
    data verification in the system based on the data entered into the
    database;
  • Conduct
    system and data audit on a random basis as required to ensure data quality
    and consistency and follow up on any inconsistencies/discrepancies in
    data;
  • Ensure
    consistency of data;
Databases
maintenance and technical support to staff
  • Perform
    backups of data, perform system/data troubleshooting, minimize corruption
    occurrences, and if these occur, recuperate all data using backups and
    repair database;
  • Ensure
    correct and smooth synchronization of data with Sub Office: check all
    tables to ensure no data is lost during synchronization;
  • Liaise
    with relevant colleagues to resolve technical problems when the need
    arise;
  • Perform
    installation and maintenance of WFP database any time a new user is to be
    connected  to the database;
Data
Process/Reporting
  • Monitor
    all activities based on data on WFP database and produce statistics for
    monthly monitoring report;
  • Ensure
    regular transmission of distribution data from WFP database, and provide
    data to other staff, Regional Bureau, and Headquarters a required;
  • Prepare
    the One UN reporting and enter data on One UN Programme Monitor;
  • Provide
    support to M&E Officer on data collection as necessary and all
    reporting activities, including Standard Project Reports, Annual
    Performance Plan
Capacity
building of staff and partners
  • Constantly
    train and give support to WFP staff for data entry and data
    extraction/reporting from  the database;
  • Travel
    as necessary to Sub-Office to ensure correct data entry and use of WFP
    database, and give necessary support;
  • Train
    Cooperating Partner staff as necessary to enhance accuracy of CP reports;
  • Update
    and maintain help files and manual documentation in order to improve
    users’ knowledge and improvement on system skills;
  • Preform
    other related duties as may be required by the supervisor.

STANDARD
MINIMUM QUALIFICATIONS
Education:
University
degree in one of the following disciplines: statistics, information technology,
economics, agriculture, geography, nutrition, international development or
business administration.
Language: Excellent command of English or French (both written and verbal
communication) and working knowledge of the other. A good level in Kinyarwanda.
DESIRED
EXPERIENCES FOR ENTRY INTO THE ROLE
At
least six years of progressively relevant responsible experience, of which
at least two years closely related to M&E functions.
