Background
Rwanda’s education system suffered huge losses in qualified teachers during the 1994 genocide but the country is rebuilding its education infrastructure and has made remarkable progress since then. Rwanda is on its way to reaching the education Millennium Development Goal with a primary school enrolment rate of over 90 per cent. But retention rates are poor, with many students not attending school past primary level, due to social exclusion and poor quality of education.
What does the role involve?
In this role you’ll be building the capacity of district education staff to manage the delivery of education services. You’ll need to familiarise yourself with the local community and the education system in Rwanda. You’ll then be working alongside the Director of Education to help improve the data analysis of the education sector in the district, inspections of schools within the district and the establishment of PTAs in schools in the area. Although inspections already take place the district lacks the capacity to visit all schools and it’ll be your role to help devise a more effective system.
Skills, Qualifications and Experience.
You’ll need a strong management background in education either as a Head Teacher, Head of Department or in a LEA advisory role and a Bachelor Degree is an essential requirement for work permits. As you’ll be mainly working within primary education a background in this area would be beneficial as would experience of working with PTAs in school management, conducting inspections or devising systems for school inspections .You’ll need to be able to work independently, have a good level of French and be dynamic and creative in your approach to working in a resource poor environment.

Rwanda is still a country in recovery and volunteers need to be confident at communicating with a range of people with sensitivity.
