Voice Counts (EVC) project is one of the projects under Vulnerable Women
Program in CARE, with the main goal to support grassroots women to promote a
community engagement and social accountabili
ty model for enhancing their
participation and influence in governance processes to address gender based
violence. This is achieved through working with the likeminded CSOs in Rwanda.
In
Rwanda, CARE recognizes the Government’s efforts in engaging CSOs as actors in
the adoption and implementation of the UNSCR 1325 and the Kampala Declaration.
However, little has been documented on CSOs engagement both as advocates for
women and girls rights in the UNSCR 1325 and Kampala Declaration frameworks and
as monitors of these commitments. Documenting successes and challenges in the
adoption, implementation and monitoring of the above commitments could serve as
lessons that inform future course, especially as developing national action
plans (NAPs) for both commitments is in the pipeline.
