Tetra Tech Deputy Chief Of Party For Technical Development Job Vacancy in Tanzania

headquartered in Burlington, Vermont, is currently accepting applications from
qualified Deputy Chief of Party candidates for the anticipated USAID-funded
Public Sector Systems Strengthening (PS3) project in Tanzania. This activity
will strengthen the public system to promote the delivery, quality, and use of
services, particularly for underserved populations with a primary focus on the
health sector. Full time positions will be based in Dar es Salaam.
Roles and Responsibilities:
The Deputy Chief of Party (DCOP) for Technical
Development will support the COP in overall technical managemen

t and oversight
of the PS3, including oversight for specific components of the PS3 and
reporting, update and implementation of the technical strategies, identifying
technical assistance needs, and mobilizing required technical resources and
staff; the DCOP will also be responsible for harmonizing and/or linking the
following: a) PS3’s technical components including finance, governance, human
resource, information systems, and operations research, b) national and
district level activities, and c) activities across sectors such that PS3
implements its systems strengthening interventions in a holistic manner. The
Deputy Chief of Party for Technical Development will also provide technical
guidance in institutional strengthening and capacity development in management,
leadership and governance, and coordinate the PS3 with partners, donors and
clients. In the absence of the COP, on a temporary basis, the DCOP will assume
responsibilities for coordinating contract management and implementation tasks,
liaises with USAID/Tanzania and responds to technical matters. The Deputy
Director for Technical Development will reside in Tanzania for the duration of
the Contract.

Qualifications:
*A Master’s degree in the field of management, and/or
international development with at least 10 years’ experience, or a Bachelor’s
degree with at least 15 years’ experience in international development;
*At least 10 years international experience in
development, managing, overseeing, or evaluating public health programs of
similar size and complexity;
*Proven ability to create and maintain effective
working relations with senior Government personnel (particularly in Tanzania),
international organizations, NGO partners, host country governments, and U.S.
Government Agencies;
*Expertise in effective institution strengthening,
public policy development, public participation and partnership building with
government at local and national levels;
*Strong English writing and speaking skills (IELTS
level 7 or above; or TOEFL 94 or
above);
*Strong communication skills, both interpersonal and
written;
*Working experience in developing countries;
experience in Tanzania preferred.
