The International Education Division is currently accepting
applications for a Director, Monitoring, Evaluation and Learning for
an anticipated USAID-funded five-year, $75 million project to assist the Ministry of Education
(MINEDUC) in Rwanda to improve reading outcomes in Kinyarwanda for at least 1
million children in public government-aided schools by end of grade 3 and to
increase the proportion of students in Grades 1-3 who are able to read
grade-level text with fluency and comprehension. This is a full-time position with residency
in Rwanda.

made towards meeting program/contract results, indicators, and targets. S/he
will manage and coordinate all field-based activities and M&E staff and
ensure that performance monitoring, action research, and evaluations are
consistent with program results and compliant with USAID/Rwanda guidelines.

Primary Responsibilities:
- Manage
all monitoring and evaluation tasks and deliverables for the project.
- Harmonize
M&E data collection and reporting systems with USAID policies and
education indicators.
- Work
effectively and collaboratively with host-country counterparts in both
government, university, and NGO sectors.
- Coordinate
survey research activities
- Provide
technical assistance to MINEDUC and other governmental counterparts as
needed
- Monitor
and report on activities required to communicate program results and
improve implementation, which includes establishing systems to gather,
report and analyze performance data for impact and sustainability of
project implementation; overseeing data collection processes as required
within the project’s parameters; developing documentation of best
practices; and facilitating the use of data to drive program design and
decision making.
- Prepare
monthly, quarterly and annual progress reports on the status of project
implementation; contribute to other project reports such as annual work
plans.
- Review
and update the project’s M&E plan on an on-going basis.
Required Skills and Qualifications:
Master’s Degree in a social
science or education-related field.

- A
minimum of 12 years of experience monitoring and evaluating of
donor-funded international development projects, preferably USAID projects
in the education sector.
- Prior
experience developing and implementing performance monitoring plans
(PMPs).
- Strong
knowledge of USAID monitoring and evaluation requirements and reporting
protocols.
- Experience
in quantitative and qualitative research methodologies, information management
systems, data quality assessments, data analysis and presentation, as well
as experience monitoring education and or development projects.
- Excellent
facilitation, oral and written communication skills, including technical
writing skills for publication.
- Ability
to work effectively and collaboratively with host-country counterparts in
both government, university, and NGO sectors.
- Demonstrated
ability to lead and oversee teams in the field
- Additional
skills required for the position include: proficiency in Excel, Word, and
other MS Office software; data analysis software (such as SPSS or Stata);
- Strong
interpersonal skills and ability.
- Fluency in English; French language proficiency
is desirable.
