The International
Education Division is currently accepting applications for Senior Finance
Specialist for an anticipated five year, $75, million USAID-funded program to assist the Ministry of Education
(MINEDUC) to improve reading outcomes in Kinyarwanda for at least 1 million
children in public government-aided schools by end of grade 3 and to increase
the proportion of students in Grades 1-3 who are able to read grade-level text
with fluency and comprehension. This is
a full-time position with residency in Rwanda.

The Senior Finance Specialist will provide oversight for all financial aspects of the project. The Senior
Finance Specialist will ensure appropriate systems, procedures, (payroll,
cash management, vendor payments, budgeting and others related to financial
management) are in place to properly disburse, account, budget and report
project funds in a cost effective and timely manner, and with proper internal
controls.

Primary Responsibilities:

· Work with
the Chief of Party (COP), technical staff, pertinent RTI regional and home
office staff and appropriate USAID staff to ensure project resources are
effectively and efficiently budgeted, analyzed, disbursed, monitored and
reported in achieving project objectives and results.

training and guidance to field finance officers and COP on managing project
expenses to annual work plan and contract budgets.

Required Skills and Qualifications:
· Master’s Degree in Business and/or Public Administration, Accounting,
and/or Financial Management, or appropriate equivalent academic degree at least

· At least 10 years of experience in financial and administrative management
of programs in sub-Saharan Africa.

· Prior experience overseeing finance and administration for a large,

· Professional
Accounting Designation (CPA, ACCA), or significant progress toward obtainment
