The law N°39/2001 of September 13, 2001 establishing the Rwanda Utilities Regulatory Agency especially in its article 1, gives it among other responsibilities regulation of the transport sector. To be able to achieve its mission, the said law in its article 4 of section 1 gives RURA the right to establish branch offices in any Province of the Country. Considering
the big number of public transport service providers emanating from the provinces compared to those in Kigali City (RURA´s base), it has been found imperative to have RURA branches in these Provinces beginning with the Southern Province in August 2012. This calls for three (3) staff that will be in charge of authorization services at the Southern Province branch and five (5) more staff at RURA´s main office. Their duties, Posts and qualifications are detailed hereunder:
Coordinator of Road Transport in the Southern Province
Place of Employment: District of Huye
Contract Duration: 1 year renewable
Hierarchical superior: Head of Transport Regulation Department in RURA
Duties and Responsibilities:
• Coordinating all public transport authorization services in Southern Province
• Establish effective mechanisms of regulation of the transport of persons in Southern Province;
• Prepare licenses/authorizations of transport operators;
• Monitor the conformity to the licenses obligations;
• Monitor and advise on transport of persons standards;
• Manage database of the licenses and other authorizations;
• Prepare the documents in connection with the safety of persons transport;
• Ensure that the road safety measures are observed;
• Make recommendations on improvement of the road transport safety;
• Make a follow-up on the passenger vehicle inspection;
• Monitor the quality of service of transport of persons and provide recommendations;
• Produce periodical statistics;
• Prepare the annual action plan and budget;
• Prepare annual report and other working document
• Contribute on elaboration of the persons transport policies.
• Set up new transport routes and manage the existing ones;
• Co-ordinate with local authorities for transport improvement in the area;
• Monitor the management of transport parking facilities;
• Monitor the operator´s practices;
• Create good environment for transport services;
• Work with transport associations and operators in the area;
• Contribute in The setting of transport fares;
• Any other duties as may be assigned by the authority.
Qualifications Required
Master´s Degree or Equivalent in Transportation, Economics, Management, Law ; Or Bachelor´s Degree in Civil Engineering, Economics, Management, Law with 2 year working experience or other relevant fields
