1. TEA SPECIALIST
Number : 1 position
Duration : 2 years renewable upon positive performance assessment with a probation period of 6 months.
Location : Kigali
Minimum Qualifications :
• Bachelor degree in the relevant field (agronomy, agriculture, international rural development),
• 5 years of experience in similar nature jobs specifically in tea sector ; experience in project management, implementation, M&E, research, value chain development and business oriented approach for economic development ;
• Proven experience working with the private sector to build and sustain mutually beneficial market linkages, preferably experience working for the private sector ;
• Excellent writing skills ;
• Strong coordination, networking and relationship building skills ;
• Excellent communication, presentation and negotiation skills ;
• Organized, punctual and detail oriented ;
• Fluent in English or French (reading, writing and speaking) with very good knowledge of the Second language (French or English). Fluent in Kinyarwanda ;
• Ability to work in team setting, taking initiatives and performing multiple tasks ;
• Proficient in use of MS Office (Word, Excel and PowerPoint) ;
• Able to travel to project sites.
Main duties :
• The Tea Specialist reports initially to the Program Manager of Value Chain Development. S/he works directly with the respective for the related component (Coffee & Tea ), providing technical and institutional support to the implementation of the respective components. Specifically, s/he will :
• Guide the participatory preparation of the component Annual Work Plan and Budget (AWPB) ;
• Provide technical support to project partners in tea development, market analysis and capacity building to establish strong organisational structures and effective marketing systems ;
• Provide support to cooperatives and groups with regard to market orientation ;
• Support to the establishment and functioning of public private partnerships (PPPs) ;
• Support availability of quality and affordable seeds (planting materials) to farmers ;
• Facilitate development of innovations to transform smallholder production and marketing into sustainable and resilient profitable enterprises ;
• Facilitate empowerment of key actors in the value chain to operate efficiently and profitably ;
• Facilitate systems for the generation and dissemination of market information ;
• Facilitate the establishment and strengthening of producer and trade associations to increase their bargaining power in the input-output market continuum ;
• Facilitate the establishment and functioning of Tea Coordination Platforms ;
• Facilitate the provision of financial, input supply and other business services to tea actors ;
• Participate in developing and operating the Project M&E activities and the project learning system (PLS) ;
2. ICT and DATABASE OFFICER

Minimum Qualifications :
• Degree in information and communication technology ;
• Practical experience of at least 3 years in communication –related work ;
• Knowledge in design of communication/information dissemination packages ;
• Theoretical and practical knowledge of database development ;
• Good knowledge of office automation tools such as Ms Office products (Access, Excel, Power point, etc) ;
• Artistic design experience – ability to transform verbal ideas on a multi media presentation ;
• Good experience directly relevant to the area of information technology ;
• Familiarity with IFAD financial management procedures ;
Main duties :
Under direct supervision of Head of Project Learning System Department, the ICT& DO will be responsible for designing and managing the implementation of a sound Communications Education, Information Dissemination and Information Technology (IT) strategy and program for the PAPSTA-KWAMP-PRICE SPIU.
Specific Duties of the Position :
• Manage the implementation of the communications program and IT system of the PAPSTA-KWAMP-PRICE SPIU ;
• Develop an IT software to ensure complete IT connectivity of the implementation coordination function-effective linkages with the provincial teams, within SPIU and between SPIU and participating implementation agencies ;
• In coordination with the Monitoring and Evaluation Specialists, maintaining and regularly updating a database of projects ;
• Preparing PAPSTA-KWAMP-PRICE communication and information dissemination packages for the media ;
• Manage information on all documents coming in and going out of PAPSTA-KWAMP-PRICE SPIU ;
• Liaise with PAPSTA-KWAMP-PRICE beneficiaries and stakeholders to secure valuable feedback that can be used to improve PAPSTA-KWAMP-PRICE services ;
• Develop and maintain PAPSTA-KWAMP-PRICE Website and an online content policy ;
• Provide technical support for the rest of the project team in specific functions wherever ICT can be used for better performance (training, media use, database development, etc.) ;
• Build and foster the network of stakeholders through online means (mailing list) backed-up by effective off-line means and the team members ;
• Manage and facilitate flows of information and documents within the PAPSTA-KWAMP-PRICE using the LAN
• Any other task as given to him/her by the superior.
