designed under the Ministry of Agriculture Animal Resources (MINAGRI), and party funded by the World Bank in order to tackle the issue related to food insecurity and rural communities’ livelihoods income.
For this purpose, the Government of Rwanda has received a credit from the International Development Association (IDA)], to finance the LWH Project and now seeks to recruit competent persons to fill the following positions :
1. Head of irrigation and Land Husbandry Department (HILD) ;
2. Social Safe Guard Specialist (SSGS) ;
3. Agro forestry Specialist ;
4. Communication Officer.
5. Rice Commodity Chain Specialist
6. Information Technology officer (ITO)
Below are the specific duties and job requirements for these positions :
1. Head of irrigation and Land Husbandry Department (HILD)
Overall Functions of the Position :
Under the direct supervision of the SPIU LWH/RSSP Coordinator, the Head of Irrigation and Land Husbandry Department will be responsible for overseeing and coordinating all activities related to Irrigation and Land Husbandry sub-components. More specifically he/she will be responsible for the following :
Specific Duties of the Position
• Oversee all the technical aspects for irrigation and land husbandry activities implementation ;
• Support the Project Coordinator in day to day operational management of the project in consistency with the project Document ;
• Ensure timely implementation of the project and assess the quality of works/service being implemented.
• Assist the Project Coordinator and Monitoring and Evaluation department to identify the technical support needs in irrigation and land husbandry sub-components and take necessary actions, including requesting support from central technical ministries and local agencies.
• Respond to the technical support requests from the Community Based Groups, private operators, and other beneficiaries of the sub-components and take necessary actions ;
• Review technical viability of the sub-project proposals and make recommendations ; and
• Perform any other assignment as assigned by the project coordinator
Qualifications and Experience Required
• Advanced degree (Masters) in, agriculture, natural resources management, rural engineering or any other related field ;
• At least five years of applicable technical experience ; and
• Familiarity with IDA projects implementation procedures and guidelines.
• Proven competence in the use of computer software applications including statistical software, spreadsheets, database and word-processing.
2. Social Safe Guard Specialist (SSGS)
Overall function of the position
Social Safeguard Specialist will be part of the Community Development Unit. Under the supervision of Head of Community Development Unit, she / he will be responsible for Identifying and Overseeing Social Safeguard issues and implementing appropriate rehabilitation and resettlement implementation activities in the project area. She will work closely with District staff, especially Rural Engineers, Land Husbandry and Community Development Officer.
Specific Duties of the Position
• To support and guide the activities of Social Safeguard at the central level ;
• To Prepare, supervise and implement the resettlement action plans ;
• To Ensure effective integration of social safeguard considerations into all aspects of identification, consultation, planning and implementation of project activities ;
• To Coordinate and liaise with the World Bank to ensure effective mainstreaming of social safeguard issues into the implementation of project activities ;
• To ensure that Project activities are consistent in their approaches to social safeguard issues, thereby supporting full blending at the operational level ;
• To work closely with officials of District and sector in all process of social safeguard ;
• To prepare all documents related to the process of social safeguard activities (MoU, grant agreements, etc…)
• To ensure that social safeguard related modules are incorporated in the training and capacity building programs at all the levels ;
• To participate in identifying suitable consultants/institutions to be used on technical support activities and training & capacity building related to social safeguard aspects ;
• Defining, and subsequently monitoring, suitable social safeguard indicators for Projects ;
• Providing social safeguard inputs to monitoring, evaluation, and reporting activities ;
• Ensuring regular interaction with the External Consultants / World Bank Mission / stakeholders on Social safeguard aspects ;
• Any other responsibility assigned by the Head of Community Development Unit.
Qualification and other requirements
• Degree in Development studies, Environmental Science/Engineering, Natural Resources Management, or a related field with suitable experience in social and environmental management and monitoring with special emphasis on community development ;
• Minimum of 2 years experience in the field of resettlement and should be conversant with World Bank Social Safe guard policies.
• Ability to work under pressure and to coordinate and link with multi-disciplinary experts ;
• Ability to communicate in Kinyarwanda and English or French is required, proficiency in all three languages would be an advantage ;
• Computer Literacy – familiarity and ease in using computer and various software programs would be an advantage.
3. Agro forestry Specialist
Under the direct supervision of the SPIU LWH/RSSP Coordinator, the Agro forestry Specialist will be responsible for the following :
• Collaborate with the SPIU LWH/RSSP Coordinator in strategizing and implementing agro forestry in cropping systems for the successful implementation of hillside and marshland protection ;
• Supervise all activities related to tree/ shrubs seedling preparation, planting and management in the project sites ;
• Collaborate with all stakeholders in the domain of Agro forestry, forestry and nature conservation under MINAGRI or MINIRENA, as well as bilateral, multi-lateral parties involved and provide the required backstopping support for the successful implementation of tree and grass planting related activities ;
• Collaborate with the Senior Agronomist, Land Husbandry and Soil Specialists in strategizing the implementation of hillside and marshland protection in the project sites and with Community Development Specialist to sensitize and organize community mobilization initiatives ;
• In close collaboration with the Agronomist, Land Husbandry and Soil Specialists, organize trainings to farmers and agricultural extension officers in tree and grass maintenance and valorisation ;
• In collaboration with Environmental Officer, ensure the correct and timely implementation of all mitigation measures to address the potential adverse impact due to the project activities with regard to tree and grass management ;
• Perform any other duty as per his/her supervisor prescription
Qualifications and experience
The Agro forestry Specialist needed for this assignment will have the minimum qualifications below :
• Bachelor of Science in Forestry, Agro forestry and Crop production or any other related field.
• At least 3 years of work experience in the field of agro forestry
• Ability to work under pressure and to coordinate and link with multi disciplinary experts
• Ability to communicate in Kinyarwanda and English or French. Proficiency in all three languages will be an advantage
• Computer literacy- familiarity and ease in using computer and various software programs will be an advantage
4. Communications Officer
Overall Function of the Position
The Communication Officer will be responsible for establishing effective communication links between RSSP/LWH and the public by developing and organizing activities that highlight achievements and success stories identified by the project in the whole country.
Specific Duties of the Position :
• The Communication Officer will be responsible for developing the communication strategy for the project. He will be responsible for implementation of this strategy.
• Build awareness of project activities per different target audiences using different media programs.
• Organize periodic communication/information dissemination campaigns, especially at the local level in order to enhance comprehension and awareness of RSSP/LWH.
• Ensure that audio and visual documentary film or other media tools, like local and regional newspapers, TV and radio spots, brochures, banners and posters, RSSP/LWH website and face book carry updated and correct information.
• Inform the public about the status of project activities and ensure that notable achievements have high press coverage and that information is disseminated to the wider public
• Brand the project with a resonating slogan to provide a strong identity.
• Devise strategies to increase beneficiaries’ participation.
• Oversee the Public Relations activities of RSSP and LWH
• Execute other duties requested by the Project Coordinator
Qualifications and experience
• Degree in Mass communication, Development economics and any other related field
• At least one year experience in communication
• Familiarity with the agricultural sector
• Proven competence in both written and spoken English and Kinyarwanda
• Must be familiar with the geographical location of the country
5. Rice Commodity Specialist.
Overall Function of the Position
• Reporting to the Head of the Commodity Chain Department, the responsibilities of the Rice Commodity Specialist are as follows :
• Overall coordination of all activities in the rice value chain.
• Participate in designing capacity building plan for rice cooperatives managers on rice value chain development and commercialisation of rice production.
• Liaise with the technical teams in the ministry to stream line inputs distribution and ensure timely use of inputs by rice cooperatives
• Design and coordinate training on use of contract farming, buffer stocks and use of voucher systems.
• Liaise with financial institutions to provide financial services to rice cooperatives during harvesting and marketing period.
• Collection and validation of data on production and marketing of rice and to compute profitability of the rice commodity seasonally.
• Undertake a brief market assessment for rice commodity chain to identify local, national and regional trends, market size, supply and demand gaps, imports and, distribution networks
• Identify and define lacking competitiveness drivers (chain constraints), analyze opportunities for value chain development and recommend policy measures and support programmes to be undertaken in order to enhance the competitive performance of the sector.
• Formulate the rice value chain upgrading strategy including required interventions and related investments and planning of actions
• Liaise with MINICOM and RDB to ensure that the rice traders and millers dealing with farmers are authorised and have up to standard milling requirements
Qualifications and experience
• A masters degree in Agribusiness, Agricultural Economics or Rural development
• 3 or more years of work experience in the agricultural sector and should be conversant with business development
• Experience in cooperative dynamics
• Experience in value chain development
• Ability to design and develop training manuals on marketing and value chain development
• Should be a good team player
6. Information Technology Officer (ITO)
Overall Function of the Position
Under direct supervision of Head of Information and Management Systems Department, the ICTO will be responsible for designing and managing the implementation of a sound Information Dissemination and Information Technology (IT) strategy and program for the RSSP.
Specific Duties of the Position :
• Manage the implementation of the information program and IT system of the LWH/ RSSP ;
• Develop an IT software to ensure complete IT connectivity of the implementation coordination function—effective linkages with the provincial teams, within SPIU and between SPIU and participating implementation agencies ;
• In coordination with the Monitoring and Evaluation Specialist, maintaining and regularly updating a database of subprojects ;
• Preparing LWH/RSSP information dissemination packages for the media ;
• Manage information on all documents coming in and going out of LWH/RSSP ;
• Liaise with LWH/RSSP beneficiaries and stakeholders to secure valuable feedback that can be used to improve on LWH/RSSP services ;
• Develop and maintain RSSP and LWH Website(s) and an online content policy ;
• Provide technical support for the rest of the project team in specific functions wherever ICT can be used for better performance (training, media use, database development, etc.) ;
• Build and foster the network of stakeholders through online means (mailing list) backed-up by effective off-line means and the team members ;
• Manage and facilitate flows of information and documents within the RSSP ?LWH using the LAN
• Any other task as agreed between Coordinator and the World Bank Communications Officer in the Kigali Office.
Qualifications and Experience required
• Degree in information and communication technology ;
• Practical experience of at least 3 years in information and Technology –related work ;
• Knowledge in design of communication/information dissemination packages ;
• Theoretical and practical knowledge of database development ;
• Good knowledge of office automation tools such as Ms Office products (Access, Excel, Power point, etc) ;
• Artistic design experience – ability to transform verbal ideas on a multimedia presentation ;
• Good experience directly relevant to the area of information technology ;
• Familiarity with IDA financial management procedures ;
The following are the general Terms and Conditions of Service for the posts :
Remuneration : the project will provide a competitive package. Successful candidates will sign a 2 years renewable contract on satisfactory performance.
