Background
As part of capacity building for the Liberia
National Elections Commission (NEC) in order to deepen the democratization
process in Liberia, the Government of Liberia, with support from UNDP, carried
out a capacity assessment of the institution in June 2012 with the aim
identifying key strengths and capacity gaps that needed to be bridged.
Key recommendations from the capacity assessment
included the need to strengthen systems and procedures in the areas of
logistics, finance and administration, human resources and procurement. Systems
development is critical in these areas to assure accountability and transparent
management of human resources (HR), finance, procurement and accountability for
all assets and materials at the disposal of the NEC.
In order to meet the systems development
recommendation, an institutional capacity development consultant is required to
work with staff of the NEC and develop detailed policies and process driven
procedures in the aforementioned areas. These should include identification of
areas that need to be automated using suitable software.
Duties and Responsibilities
The consultant shall work under the guidance of the
UNDP Chief Technical Adviser, Election and work hand in hand with NEC staff in the
discharge of his/her responsibilities.
The institutional systems development consultant
will work with NEC to develop detailed policies, systems and procedures in the
areas of finance, HR, procurement, logistics /warehousing and assets management
as follows:
Systems Development:
  • Review briefs developed by staff on key areas
    that need to be addressed in the development of HR, finance, procurement,
    warehousing and assets management policies and procedures;
  • Work with staff and document procurement
    policies, systems and processes that take into account national
    regulations and best practices;
  • Develop and document logistics/warehousing
    management and recording systems for elections materials at both the
    national headquarters and magisterial offices in the electoral counties;
  • Develop Asset management systems for the
    tracking of all assets, including inventory management systems;
  • Develop HR system of staff recruitment and
    performance evaluation including a platform computerizing the staff
    database;
  • Review and document improvements to the
    financial management system.
Systems Implementation:
  • Work closely with the NEC staff and put in
    place modalities for the implementation of the developed policies,
    procedures and system protocols. This will include conducting short on the
    job training sessions and presentations.
Systems Automation Opportunities:
  • Work with relevant NEC staff to identify and
    recommend processes that need to be computerized;
  • Work with ICT consultant and NEC teams to
    spearhead computerization of identified areas with regard to HR, finance,
    procurement, warehousing and assets management
Deliverables:
The key deliverables under this consultancy
assignment include:
  • Developed policies, systems and procedures
    manual covering HR, finance, procurement, warehousing and assets
    management;
  •  Identified areas for computerization for
    HR, finance, procurement warehousing and assets management in a way that
    links the aforementioned areas.
  • Platforms and  on the job training for
    actual implementation of the policies, systems and procedures;
  • Implementation monitoring report.
It is expected that the management staff of NEC
will, upon the arrival of the consultant, brainstorm on key elements that need
to be captured in the manual vide policies, procedures and systems. The
consultant will then work closely with various department heads to articulately
capture all the required elements in line with national regulations and good
practice.

Required Skills and Experience
Education:
  • Master Degree or equivalent in Business/Public
    Administration/ or related field.
Experience:
  • Capacity building work and institutional
    systems development experience of at least 10 years in the areas of
    procurement, assets management and warehousing procedures.
Language Requirements:
  • Excellent knowledge of English.
