Ministry of Agriculture and Animal Resources (MINAGRI/LISP) Jobs Vacancies in Kigali, Rwanda

The Ministry of Agriculture and Animal Resources/Livestock Infrastructure Support Program (LISP) wishes to recruit employees to the following positions:

1. Civil Engineer (2)
Responsibilities:

• Ensure systematic supervision of the ongoing rural construction works (especially the milk collection centres, the livestock watering systems, …), with special reference to the implementation cycle and process, from the engineering studies stage through the completion of the works and the subsequent exploitation of the infrastructure by the intended beneficiaries;
• Ensure that the participating community organisations (farmer cooperatives), local authorities and the contracted facilitators and other service providers participate and benefit from organized regular training courses and workshops on rural infrastructure management including the principles of community maintenance of these infrastructure;
• Develop a credible list of beneficiaries/users of livestock watering systems with a view to establish a system for collection and maintenance of water charges;
• Establish and enforce a calendar for the maintenance of infrastructure installed and or constructed by the project;
• Participate in creation of water users associations and ensure their functionality;
• Execute any other duties given by the authority of the project.

Qualification:
• He/ she must hold at high degree in civil engineering or equivalent ;
• Have at least six (6) years experience in rural infrastructure construction ;
• Have working experience with local community, farmer organizations and decentralized entities,
• Fluency in Kinyarwanda and English is required; good knowledge of both English and French
• Proven competence in the use of Computer (Word, Excel, Access etc… )

2. Harvest, storage and market specialist (1)
• Responsible for the development of output marketing and post harvest technology manuals, needs assessments and training and capacity building at various levels
• Work closely with producers, sellers and processors of milk and milk products in selecting improved technologies that correspond to market demands;
• Develop and implement a data collection system relating to milk production, marketing and processing at decentralized and national level ;
• Harmonize the market support activities with those of support for local institutions and ensure that the support provided to the cooperatives enables them to manage marketing and related activities more effectively;
• Develop lessons learned and document best practices from the project’s market support;
• Closely liaise with national, regional and international bodies and institute involved in post harvest technology;
• Monitor, check and evaluate the progress and development of post harvest handling of milk and milk products ;
• Be responsible for all output marketing and post harvest technology activities;
• Responsible fully in managing and implementing projects related to post harvest handling of milk and milk products ;
• Mobilizing farmers to form cooperatives;
• Guide, supervise and evaluate the process of all Apex Institutions and producers who work with the project;
• Work with the selected institutions to regulate cooperatives;
• Coordinate all activities relating to the training program;
• Assessing the quality of the training provided by service providers;
• Prepare the pre-inspection of cooperatives wishing to join the fair trade
• Make practical suggestions which will enable farmers to attain their goals;
• Encourage clients and explain complex matters in ways that will be understood by ordinary farmers;

Qualification:
• Higher degree in agribusiness or marketing-related degree or equivalent professional qualification in food sciences & Technology in relevant areas to post harvest handling or equivalent with at least 6 years experience in planning/implementing market linkage activities;
• Demonstrated skills and track record in undertaking market/value chain analysis in a smallholder context for a wide range of agricultural sub-sectors ;
• Experienced and knowledgeable in designing and commissioning of commercial post harvest handling system and maintaining marketing strategies;
• Experienced in conducting training programs to farmers, entrepreneurs and agricultural technicians.
• Ability to manipulate values and motivations in ways that will lead to better social welfare among farmers.
• Ability to communicate effectively with farmers and their families and communities in which they live.
• Have working experience with local community, farmer organizations and decentralized entities,
• Fluent in English or French (reading, writing and speaking) with very good knowledge of the second language (French or English). Fluent in Kinyarwanda is an asset ;
• Computer skills (Word, Excel, Access).
