JOB SUMMARY:
Working under the guidance of the Director of Management Information Systems,
he/she will support JSI’s work in improving health commodity availability in
Tanzania by assisting in the design, development, testing, documentation and
maintenance of applications developed using PostgreSQL, MySQL, SQL Server 2005
Enterprise and later editions, SQL, Visual Basic, C#, Java, and related
technologies.
Overall Responsibilities:
Responsibilities will include, but are not limited to the following:
• Work closely with users to design and develop specifications for software
development work including wireframes, screen/report layouts, business rules
and user interfaces.
• Work closely with tester(s) to develop test plans for modules and
applications
• Develop enhancements, test, and maintain existing tools such as the
electronic Logistics Information System (eLMIS), ILS gateway, PipeLine,
Quantimed and other related database systems developed by JSI.
• Develop, test, enhance and maintain other database systems and software applications
as needed by the project.
• Adopt and establish a JSI software project management environment in the
local office. This may include establishing a web-based activity tracking and
resource portal.
• Use JSI’s web-based bug tracking systems to log bugs, enhancements and to
update bug resolution status. Use the JSI software development group (SDG) as a
resource portal to find templates for JSI software development practices and
develop with the support of MIS team the web pages related to Tanzania specific
software development activities.
• Prepare technical documentation, user/training manuals for software
applications.
• Assist in training application users.
• Develop and/or review user manuals, guides, job aids and training manuals for
database systems.
• Liaise with IT Specialists to deploy, maintain and secure database
application systems.
• Liaise with the US-based JSI Software Development Group for software
applications to become familiar with JSI software development practices, to
seek guidance, to solicit and obtain standard practices/templates to follow for
software development, to brief on progress being made on software development
projects, and to collaborate and contribute to JSI and DELIVER software
development practices.
• Liaise with partners, stakeholders, users in design, development and
deployment of computerized information systems in MOHSW facilities such as the
electronic Logistics Management Information Systems (eLMIS), ILSGateway
• Conduct training on various database systems and applications for trainers,
users, consultants, partners and JSI Staff.
• Conduct regular reviews and evaluation of all database systems and related
applications and implement improvements that may be deemed necessary.
• Provide regular updates to the supervisor, users, the technical team and
project management team on work progress and any local database development
issues that may be of concern to management and respective teams.
• Work as part of the MIS team and be available for deployment to systems
administration and user support whenever need arises.
• Perform other duties as may be assigned by the supervisor.
QUALIFICATIONS AND PERSONAL ATTRIBUTES REQUIRED:
Applicants for this position should possess the following minimum
qualifications:
• Masters degree in IT or Computer Science or related concentration from
recognized University/College
• More than five years of experience in developing database applications in
C++, C#, and/or Java
• Experience in administering corporate level RDMS including PostgreSQL, MySQL,
SQL server 2005/2008 Enterprise and the use of t-SQL
• Experience with ANSI SQL:2008
• Experience with Java Runtime Environment (JRE)
• Experience in programming using Java or experience C# or C++
• Experience with Javascript and HTML
• Experience with Model – View – Controller (MVC) based application development
• Experience with deployment management tools (chef/puppet)
• Experience with ant/gradle scripting
• Experience with creating and using automated testing frameworks
• Ability to work with Linux operating systems (server and client) environments
• Understanding of networking and information security
• Experience using software development methodologies
• Experience in systems analysis and architecture development
• Strong analytic and problem solving skills
• Strong verbal and written English
• Good communication skills
• Ability to work in a dynamic team-oriented environment but self-managing of
own time
• Ability to interact with and assist a wide range of end users
• Ability to work well within a team
• Ability to work independently, take responsibility, and follow-through on
assignments
