Description:

The USAID | DELIVER PROJECT is a USAID-funded
global technical assistance project aimed at increasing availability of health
and family planning commodities through procurement services and strengthening
supply chains in developing countries. The project is implemented by John Snow,
Inc.

In Malawi, the project collaborates with the
various departments of the Ministry of Health and other partners, such as
President’s Malaria Initiative (PMI).The Malaria Logistics Advisor is
responsible for providing technical assistance in malaria commodities supply
chain management to the Government of Malawi (GOM), donors, and
non-governmental organizations. The individual is expected to lead USAID |
DELIVER PROJECT’s technical work on malaria logistics and supply chain
management and ensure efforts are linked to broader GOM and USAID supply chain
management strategies. The Malaria Logistics Advisor reports to the Country
Director in the project’s field office in Lilongwe, Malawi and works closely
with project staff members and partners. This is a full-time position requiring
on-site presence in Malawi with considerable domestic travel and some
international travel.

RESPONSIBILITIES

Responsibilities
include supporting the Country Director in the development of technical
strategies and work plans and the organization and provision of in-country
technical assistance. Technical assistance is required in forecasting and
quantification of malaria commodity (LLINs, ACTs, RDTs etc.) needs,
warehousing/storage, inventory management, transportation and distribution of
supply, logistics information system management and supply chain performance
monitoring.

Specific duties include:

Assist with pipeline analysis and monitor
malaria commodities procurement and availability using appropriate tools.
Ensure that the absorptive capacity exists in Malawi to receive, manage,
and distribute malaria commodities effectively
Coordinate with National Malaria Control
Programme (NMCP) and donors on USAID | DELIVER PROJECT activities
involving procurement, logistics and supply chain management. Be
knowledgeable of partner malaria activities that impact on malaria
commodity availability.
Design/adapt logistics systems, frequently in
the context of systems integrated with malaria and other public health
commodities.
Assist in formulating and implementing
logistics solutions for malaria commodities.
Contribute to the development of performance
improvement plans including preparation of strategic and annual plans, and
monitoring and evaluation of performance and program impact. Ensure
implementation of the NMCP and PMI goals and targets particularly related
to malaria commodity purchases, pharmaceutical management of drugs, and
supply chain/logistics
Design logistics management training curricula
for all levels of health system, conduct logistics management training and
other performance improvement interventions, and maintain a logistics
training database.
Supervise and coordinate USAID | DELIVER
PROJECT field work on malaria commodities, including field visits to
monitor and supervise the personnel in charge of malaria logistics.
Participate in relevant logistics committee
meetings to discuss logistics and commodity security issues.
Provide technical assistance to the GOM on
malaria commodity logistics, including commodity forecasting, procurement,
inventory management, quality assurance, warehouse management,
distribution and transport management.
Upon request of the Country Director, provide
technical assistance to donors, NGOs and other cooperating agencies to
help overcome logistics problems to improve the malaria commodity
logistics system in the country.
Support the Country Director to ensure that
all technical areas of the project are integrated and making the most
effective and efficient use of project resources;
Complete required project reporting for
submission to the project, MOH, and USAID.
Keep up with the state of the art on logistics
science and practice with specific emphasis on malaria topics.

QUALIFICATIONS

Graduate degree in pharmacy, public health,
supply chain management or equivalent education or work experience, with
five years or more experience preferred, with a focus on logistics
management.
Significant experience in the management of
health commodities including malaria and supply chain strengthening,
preferably in work funded by USAID.
Excellent written and oral communications
skills including skills in making presentations in English.
A proven ability to work as a part of a team
but self-managing of own time and strong analytical and problem solving
skills
Demonstrated skills in Microsoft Office Suite
applications, including Word, Excel, and PowerPoint. Experience using
PipeLine software and Quantimed is a plus.

Salary
commensurate with experience.
