Hope
and Homes for Children is an international organisation working to ensure that
all children have the chance to grow up in the love of a family. We are leading
experts in closing children’s institutions and reforming childcare systems.
Across Africa and Eastern Europe, we move children out of institutions and
place them into family-based care, support families at risk of breakdown, due
to the pressures of poverty, disease or conflict and prevent child abandonment
and institutionalisation. Our Vision a world in which children no longer suffer
institutional care and our mission is to be a catalyst for the global
eradication of institutional care of children.
Hope
and homes for Children has been working in Rwanda since 2001 and now has
operations in Kicukiro, Bugesera, Nyarugenge and Rubavu Districts. The country
office is in Gasabo District, Remera Sector, Nyarutarama cell, along Gishushu
—Nyarutarama road.
Hope
and Homes for Children — Rwanda has an exciting vacancy and seeks to recruit
qualified Head of Finance and Administration, with Rwandan nationality and
relevant technical skills and working experience that will contribute to
delivery of Country Strategy, program development and implementation of
de-institutionalisation (DI) programmes in Rwanda.
ROLE
PROFILE
Purpose
The
Head of Finance and Administration will fulfill a Senior Management Team role
focusing on;
  • Providing
    effective and efficient financial management systems for the organisation;
  • Providing
    sound and timely financial reports and financial advice;
  • Leading
    on developing and implementing the organization’s Human Resources systems;
  • Playing
    a key role in the leadership, management and development of the
    organization through membership of the Senior Management Team; and
  • Managing
    the Finance and Administration Team, including line management and
    performance management.
Specific
responsibilities
Financial
management systems
  • Ensure
    that all transactions are accounted for properly and on a timely basis by
    making certain that efficient financial systems and paperwork are
    maintained by the organisation;
  • Develop
    and oversee the controls within the financial systems and where necessary
    periodically check that these are being adhered to by colleagues;
  • Develop,
    implement and document financial policies for the organisation that
    reflect good practice and where necessary comply with donor requirements;
  • Lead
    the annual budgeting process including producing the Annual Budget,
    including cash flow requirements.
Financial
reports and advice
  • Prepare
    and present financial information and analysis to Senior Management Team
    colleagues and Hope and Homes for Children UK through clear communication
    and presentation;
  • Prepare
    and present financial reports for donors in line with their specifications
    and to their prescribed deadlines;
  • Help
    staff to increase their understanding of financial issues through
    mentoring and training;
  • Oversee
    the development of financial elements of all project development
    proposals.
Human
resources
  • Develop
    and implement a recruitment and retention policy, including salary policy
    and benchmarking;
  • Develop
    and implement a performance management system, including ensuring that all
    staff are appropriately trained in its use, and monitor its implementation
    for consistency and effectiveness;
  • Identify
    training and development needs for staff at all levels of the organisation
    and ensure that the needs are addressed through internal and external
    learning opportunities.
Other
administration systems
  • Ensure
    that all staff adhere to financial, administrative and other systems
    including procurement policy and performance management systems among
    others;
  • Together
    with the Country Director, oversee legal compliance with all aspects of
    Rwandan law, including NGO registration.
Senior
Management Team
  • Work
    closely with the Country Director and other members of the Senior
    Management Team to develop and manage the strategic, business and budget
    planning processes for the whole organization;
  • Together
    with the Senior Management Team, contribute to new programme development,
    in line with organisational priorities, opportunities and resource
    availability;
  • Ensure
    that future resource challenges are identified and work with the Senior
    Management Team to develop action plans to address the issues identified.
  • Finance
    and Administration Team
  • Provide
    direction, advice and guidance to team members in the fulfillment of their
    work objectives, and in their professional development;
Provide
technical support to the team members to enable them to operate effectively in
their roles.
Other
Maintain
effective and regular communication with Hope and Homes for Children UK,
particularly regarding financial resources.
Person
Specification
  • At
    least 5 years’ experience in developing and implementing support services,
    including finance, administration and human resources, preferably in a
    non-government organisation
  • Leading
    a post of responsibility at least for 3 years
  • Relevant
    degree in Management, Economics or related fields
  • Proven
    skills in financial and administrative management
  • Ability
    to advise on the development of budgets through financial forecasting
  • Capacity
    to identify and address capacity gaps within organisations and to plan for
    the future needs of organisations
  • Strong
    knowledge of training and development mechanisms
  • Experience
    of developing and managing teams and managing change
  • Excellent
    English language skills and fluent French or Kinyarwanda
  • Rwandan
    national
