Quantification & Procurement Project Manager for the Supply Chain
Management System (SCMS) project in our Botswana office.

assistance services and support to U.S. Government agencies and international

Agency (USTDA), and the Gates Foundation.
In Botswana, Crown Agents USA is implementing the
Supply Chain Management System (SCMS) contract for the U.S. Agency for
International Development (USAID) as part of the President’s Emergency Plan for
AIDS Relief. SCMS will strengthen or establish secure, reliable,
cost-effective, and sustainable supply chains capable of meeting the care and
treatment needs of people living with and affected by HIV and AIDS. In Botswana
this project assists the MOH to strengthen or establish secure, reliable,
cost-effective, and sustainable supply chains. In coordination with in-country
and international partners, the project will assist programs to enhance their
supply-chain capacity; ensure that accurate supply-chain information is
collected, shared, and used; and provide quality, affordable, health care
products to those who need them.
Roles & Responsibilities
The Quantification & Procurement Project
Manager assists the Country Director (CD) in the management of:
•Capacity building of national counterparts in
forecasting and supply planning.
•Overseeing supply planning and quarterly updates,
in support of SCMS procurements.
•Overseeing procurement processing via internal
SCMS procurement mechanisms. •Monitoring of national stock levels.
•Transferring monitoring of stock levels to
national institutions via capacity building.
•Set up national Standard Operation Procedures for
forecasting and quantification and advocate for its adoption by external
stakeholders.
The Quantification & Procurement Project
Manager will work closely with the CD and all members of the SCMS Botswana Team
to ensure that the project uses SCMS’s strategic technical objectives and tools
to strengthen the national system for quantification as well as SCMS
procurements. S/He assists the CD in providing technical direction and support
to the project team in representing the project to institutional partners and
other stakeholders when necessary.
The Quantification & Procurement Project
Manager supports and may deputize for the CD in assuring that all technical
activities under the project are implemented in a timely and result focused
manner and in compliance with the terms of the projects contract. S/He follows
corporate policies and procedures and adheres to SCMS standards.
Specific Responsibilities
•In collaboration with the MOH, BOTUSA, MASA and
other partners, provide support for the management of an Antiretroviral
Commodity Tracking System(ACTS), capable of monitoring national pipelines of
HIV/AIDS related commodities, and comprising of tools and systems to ensure
effective collection, transmission, collation, analysis and presentation of
data related to the use of HIV/AIDS related commodities at treatment sites and
laboratories, and dates required for quantification and supply planning.
•Project manage the procurement of commodities to
be purchased by SCMS including: managing commodity budgets, evaluating client
needs, confirming commodity specifications, monitoring cost and lead time,
ensuring timely and cost effective delivery, facilitating clearance of the
commodity and delivery to the consignee as well as updating of the electronic commodity
tracking system.
•Support the activities of the Logistics Management
Unit at Central Medical Stores ensuring the timely analysis of data from
facilities and the provision of feedback to stakeholders to improve procurement
and supply decisions.
•Support the activities of the Commodity Security
Forum in collaboration with the Botswana SCMS team and MOH with timely analysis
and dissemination of commodity tracking information and encourages
establishment of new forums when needed.
•In collaboration with MOH, BOTUSA, MASA, Costing
and Forecasting Technical Working Group and other partners, support the
development of a system for national forecasting and quantification of
HIV/AIDS-related commodities that is updated quarterly.
•In collaboration with Botswana SCMS technical
team, the MOH, Costing and Forecasting Technical Working Group and other
partners support the conduct of annual quantification of requirements and
quarterly reviews to ensure conformity of the forecasts with national targets
and capacities, using available tools (Quantimed, Pipeline, ProQ).
•Participate in the mapping of resources for
HIV/AIDS commodities and in the identification of funding and product gaps and
work closely with the country director and advisors to mobilize resources
necessary to fill those gaps.
•Coordinate with partners and stakeholders to
discuss the implications of procurement and delivery plans and to ensure the
rational and timely procurement of HIV/AIDS related commodities.
•Coordinate the compilation and maintenance of a
comprehensive database for ARVs, test kits, major drugs for treating
opportunistic infections, and other HIV/AIDS related drug registration and
track pending registrations and regimen recommendations and report on
implications for procurement decisions.
•Working with in-country teams and external experts
to track and predict future changes of regiments, products, and suppliers;
Assessing the impact on national procurement activities.
•Train key partners and other stakeholders,
including MoH, NHL, CMS and Regions, on quantification and forecasting, as
requested.
•Perform tasks as requested by the SCMS Botswana
Country Director.
Qualifications
•Bachelor’s Degree in Pharmacy, Laboratory, Public Health,
or a related field required.
•Fluency in English is required.
•A minimum of 2 years of progressively responsible
experience in pharmaceutical/public health supplies management with relevant
experience in procurement and distribution in developing countries.
•Demonstrated analytical skills and comfort working
with large volumes of data to determine patterns and trends preferred.
•Demonstrated computer skills, knowledge of
Microsoft Office Suite.
•Strong organization skills and ability to work in
a team-oriented, culturally diverse environment.
•Excellent interpersonal skills, sound judgment,
communication skills, training experience, ability to identify and resolve
policy and operational constraints.
•Knowledge of appropriate methods for data analysis
and reporting.
•Ability to handle multiple tasks simultaneously,
set priorities, and work independently.
•Willingness and ability to travel within Botswana.
•Legal ability to work in Botswana is required.
