Job Purpose:
To manage and lead a multi-sector nutrition
programme providing direct material and capacity support to local government in
three Regions in Tanzania. Main Duties & Responsibilities: Leadership and

- Provide proactive leadership and management to
add value to developing the programme, promote best practices, contribute
to on-going learning, and develop new programming opportunities. - Recruit and train a Tanzanian national
counterpart to take over the Programme Manager role in Year 3 of the
programme. - Provide technical assistance (advice,
training, capacity building, documentation, etc.) for all staff and
counterparts involved with the programme.
- Provide leadership to LGA counterparts to
demonstrate the value of cross sector approaches to mitigating under
nutrition - Participate in and support Country Management
Team in strengthening coordination collaboration and making strategic
decisions with emphasis on the nutrition sector, maintain and ensure
constructive communications, contribute to a positive working environment.
Management
- Take responsibility for all programme
resources and assets ensuing that all are well managed. - With the assistance of the ACD Programmes and
project staff develop and implement programme plans, programme reviews and
evaluations. - Work with the ACD programmes, ACD Programme
Support , and the M&E officer to ensure that the M&E system
provides appropriate and adequate information for learning and timely
decision making and that staffs maintain systematic data collection and
analysis. Effectively use regular M&E feedback to adjust programming
and ensure relevance. Activities include SMART surveys, routine weekly and
monthly data collection, operational research and other program surveys
undertaken under the health and nutrition department. - Hold, manage and oversee the health and
nutrition budget by providing monthly (and as needed) feedback on
management accounts. - Take a proactive role in the development of
additional projects complementing the nutrition programme supporting its
objective to address malnutrition through a multi-sectoral approach such
as agriculture, WATSAN and education. Technical assistance will be
provided for these areas but the programme manager will be expected to
gain a working knowledge of these approaches and to strengthen linkages
between them within Concern and partners. - Ensure all programme staff/partners are fully
oriented in Concern’s policies and procedures, Programme Participant
Protection Policy, HAP principles and commitments.
Reporting
- Ensure high quality and timely reports are
developed for donors and counterparts. - Produce a monthly report of the health and
nutrition programme highlighting key progress, achievements and
challenges. - Participate in the writing of surveys reports,
technical reports or other reporting related to the nutrition programme - Initiate the writing up of learning papers for
internal and external audience.
Representation/Coordination
- Liaise closely with livelihood and Water &
Sanitation programme staff to ensure programme integration - Represent Concern in the monthly Nutrition
Development Partners Group meetings. - Develop and maintain good professional
relationships with programme partners: the Ministry of Health, UNICEF and
any implementing NGOs. - Coordinate well with ministries, international
agencies, NGOs, partners and other stakeholders particularly working in
health, nutrition and agriculture in the target Regions to further the
aims of the multi-sectoral programme and Concern.
PERSON SPECIFICATION ESSENTIAL
- Masters in Nutrition, Public Health or
equivalent qualification. - At least 5 years of relevant experience in
public health and project/programme management, with significant
experience in developing/managing health and nutrition projects in a
development context - Conversant with the Scale Up Nutrition
approach and its implications for cross sector work - Knowledge and experience in the most common
assessment and survey methodologies such as SMART, KPC and related
software. - Experience with budgeting and financial
monitoring processes as well as project management tools - Strong staff management, capacity building and
supervision skills - Good representational skills and able to
undertake advocacy at a high level to further the programme goals - Proficient spoken and written English
- Computer proficiency with Microsoft Word and
Excel - Capacity to work on a multidisciplinary team,
and see the importance of multidisciplinary action for achieving health
and nutrition impact and to tackle severe poverty - Experience in strategic development of country
level health programming, including mainstreaming of cross cutting themes
such as HIV and AIDS, gender, and equality
DESIRABLE
- Fluency in or working knowledge of Swahili
- Experience in working with partner
organizations, health ministries, networking and donor relations - Experience working in nutrition interventions,
including CMAM - Experience working with mother and child
health related projects - Experience in community mobilization /
behavioural change strategies - Experience developing monitoring and
evaluation frameworks for health and nutrition programmes - Training of trainers & facilitation skills
