The
primary objective of the Feed the Future Rwanda Hinga Weze activity is to
sustainably increase smallholder farmers’ income, improve nutritional status of
Rwandan women and children, and increase the resilience of the agriculture and
food systems to the changing climate.

Description
Under
the supervision of the Senior M&E Specialist, the Learning Advisor will be
responsible for designing and implementing the Hinga Weze learning agenda and
evaluating project data to identify successful approaches and trends at the
field level. S/he will also assist the MEL Unit in developing MEL systems and
plans. This position is based in Kigali.

Responsibilities:
- Work
with the Senior M&E Specialist to design and implement a program-wide
Learning Agenda that embeds program-wide collaboration, coordination,
learning, and adaptation to help maximize program results through
evidence-based decision making; - Lead
learning activities outside the program’s formal M&E data collection
and reporting structure, including surveys to determine adoption rates for
nutrition practices; longitudinal household tracking; work with the
Communications Officer to develop success stories. - Facilitate
meetings of relevant stakeholders; conduct literature reviews; Identify
and prioritize the right questions to improve program effectiveness;
develop a plan for answering those questions; implement ad-hoc surveys and
analyses with technical staff, program participants, and/or key
stakeholders; and act on the findings through dissemination and diffusion
of evidence around what works, for whom, and under what circumstances
to program managers, USAID and key stakeholders; - Create
learning tools, and organize learning exchanges between Hinga Weze staff,
other implementing partners, USAID, and GOR stakeholders. - Lead
activities and bring learning from ongoing program activities to flexibly
respond to results, successes, challenges, data, etc. - Collaborate
with technical staff and program managers to determine how training
outcomes will be used to implement the Hinga Weze learning agenda. - Work
closely with the SBCC Specialist and other technical staff to ensure that
training content development, testing of materials, training type, and the
ways training will be delivered will align with the learning agenda. - Be
knowledgeable of the Geographic Information System (GIS) to be able to
develop, manage, and maintain a GIS Mapping Database and develop data
collection tools to geographically map program interventions and project
management in dicators. - Undertake
other assignments or tasks at the request of the Chief of Party.
Qualifications:
- At
least 7 years of experience in the design and implementation of learning
agendas, evaluation of project data to identify successful approaches and
trends at the field level, the development of MEL systems and plans; - Demonstrated
experience working with and managing Geographic Information Systems (GIS) - BSc
or higher in data management, information technology, or a related field; - Fluency
in English and advanced level of French and Kinyarwanda Fluent speaker of
French and Kinyarwanda; and advanced speaker of English; - Excellent
organizational skills and ability to work in fast-paced environment; - Ability
to prioritize and manage multiple tasks simultaneously; - Experience
working on USAID or other international donor-funded programs a plus; - Excellent
communication and writing skills; - Advanced
proficiency with M&E related technologies.
