is a US-based nonprofit nongovernmental organization (NGO) that works to
stimulate economic growth and improve rural livelihoods by empowering the
private sector through five core capabilities: (1) Productivity, Food Security
and Nutrition; (2) Input Supply and Farm Services; (3) Economic Resilience and
Rapid Recovery; (4) Value Chain Development; and (5) Volunteer Technical
Assistance. CNFA assists smallholders in increasing household-level food
security and nutrition through improved agricultural practices, introduction of
new varieties, diversification of crop production, food preservation and
storage, development of farmer-based organizations (FBOs) and strengthened
linkages to markets.
Program
Description Feed the Future Rwanda Hinga Weze
The
primary objective of the Feed the Future Rwanda Hinga Weze activity is to
sustainably increase smallholder farmers’ income, improve nutritional status of
Rwandan women and children, and increase the resilience of the agriculture and
food systems to the changing climate.
Position
Description
Reporting
to the Senior M&E Specialist, the Environmental Officer is responsible for
ensuring compliance on all environmental-related project activities. The
Environmental Officer, in conjunction with the Chief of Party, will design
project activities that mitigate the negative effects of climate change. The
Environmental Officer is based in Kigali.
Duties
and Responsibilities
The
main duties of the Input Supply Advisor include, but are not limited to:
  • Update
    on a regular basis and implement the Environmental Mitigation and
    Monitoring Plan (EMMP) in accordance with USAID and CNFA guidelines;
  • Lead
    the monitoring and evaluation team in assessing the environmental impact
    of project activities;
  • Provide
    regular updates to Chief of Party on the environmental implications of
    project activities;
  • Responsible
    for
  • Ensure
    project’s activities are in compliance with the USAID and GOR
    environmental regulations;
  • Contribute
    technical guidance to the design and implementation of activities aiming
    to increase resilience of local food systems and agricultural production
    to climate change (e.g. terracing, small-scale irrigation, climate smart
    agriculture techniques)
  • Coordinate
    with relevant technical leads in the field and the Kigali-based
    Agriculture Productivity Unit and Provincial offices to ensure smooth
    implementation of environmental compliance activities;
  • Produce
    environmental review forms and mitigation plans for project-use and as
    required by USAID or GOR regulations;
  • Conduct
    environmental training and ensure relevant records, reports, and audits
    are effectively implemented;
  • Responsible
    for contributing training modules related to agriculture, and safe use of
    pesticides;
  • Contribute
    as appropriate to report preparation, and participate and assist in the
    project’s workshops and seminars as needed;
  • Undertake
    other assignments or tasks at the request of the Chief of Party.
Qualifications
  • Master’s
    degree Environmental Science, Natural Resources Management, or relevant
    field is required.
  • Minimum
    of 5 years working in natural resource management on donor funded
    projects.
  • Demonstrated
    ability advising on the environmental implications of development
    activities.
  • Proven
    ability to work independently and as part of a team.
  • Proven
    knowledge of USAID regulations regarding environmental monitoring and
    mitigation is added advantage.
  • Advanced
    oral and written communication skills in English required; Kinyarwanda and
    French considered an asset.
