Chief Executive Officer Job Vacancy in Malawi

The
Government of Malawi is establishing the Millennium Challenge Account – Malawi
(MCA-Malawi) to oversee, manage, and implement multiple projects aimed at
stimulating economic growth and reducing poverty in Malawi. These projects are
funded by the Millennium Challenge Corporation (MCC), a U.S. government agency
focused on assisting countries dedicated to good governance, economic freedom,
and investments in people.
Countries
that meet MCC’s rigorous selection criteria and propose an economically sound
program that specifically addresses the country’s key growth constraints may
enter into a Millennium Challenge Compact with MCC. In April 2011, MCC agreed
to a $350.7 million Compact focused on revitalizing the electrical power sector
in Malawi.
MCA-Malawi
is currently seeking a Chief Executive Officer (CEO) to provide effective
leadership, oversight, and management throughout the implementation of the
Compact program, which will run for five (5) years after entry into force
(expected to occur early 2013).
Assignment
and Background Information
The
Chief Executive Officer (CEO) will be a leader who can clearly communicate
MCA-Malawi’s objectives, inspire and motivate stakeholders and staff,
coordinate multiple streams of complex work, and delegate tasks without losing
sight of details. The CEO will also be an individual who understands the
political, business, and social environment in Malawi. Specifically, the CEO
will:
  • On
    behalf of MCA-Malawi, provide effective leadership, oversight, and
    management of the implementation of the Compact program.
  • Serve
    as a highly visible public representative for the Compact program and take
    all necessary steps to ensure that the public receives accurate, useful,
    and timely information regarding the implementation of Compact projects
    and activities. Represent MCA-Malawi in meetings with the donor community,
    civil society, the private sector, and other constituencies.
  • Report
    to MCA-Malawi’s Board of Trustees on a regular basis to present items
    requiring its approval; provide clear information on the progress of
    implementation, and present actionable recommendations for resolving
    issues and mitigating risks. Where applicable, faithfully execute guidance
    and instructions from the Board of Trustees for implementing the Compact
    program in a timely and effective manner.
  • Provide
    high-level executive leadership, management, and coordination for the
    MCA-Malawi management unit; direct, motivate, and coordinate the various
    divisions of MCA-Malawi towards achieving their objectives and targets;
    and ensure continuous improvement of operational efficiency throughout the
    implementation of the Compact program.
  • Provide
    strategic guidance and oversight on the implementation of infrastructure
    activities, technical assistance activities, and other types of Compact
    activities, with a strong focus in the energy sector.
  • Guide
    the development of MCA-Malawi’s implementation plans, including acceptance
    of budgets, work plans, procurement plans, and monitoring and evaluation
    (M&E) plans; and present and recommend these plans to the Board of
    Trustees and to MCC for final approval.
  • Oversee
    the recruitment and selection of highly qualified candidates to fill
    MCA-Malawi’s key staff positions, and take appropriate steps to generate
    and maintain high levels of staff engagement and motivation.
  • Build,
    maintain, and leverage effective relationships within Government entities.
    Work closely with the senior leadership of relevant Government entities
    and the Electricity Supply Company of Malawi (ESCOM) to ensure the
    satisfaction of relevant conditions; to secure progress on policy and
    regulatory reforms related to the Compact program; to work through
    obstacles to the successful implementation of Compact programs and
    activities; to motivate the timely completion of tasks; to secure the
    commitment of resources; and to ensure the dissemination of critical
    information. 
  • Serve
    as the official point of contact on behalf of the Government of Malawi in
    its relations with MCC.
Required
Qualifications:
  • University
    degree in public administration, business administration, management,
    finance or economics, engineering, law, communications or other relevant
    professional field. 
  • Approximately
    fifteen (15) or more years of experience in senior management positions in
    a reputable public sector or private entity. Candidates with a Master’s
    degree or equivalent advanced degree may be considered with approximately
    twelve (12) years of such experience. Experience both inside and outside
    Government is preferred. 
  • Strong
    leadership abilities. Demonstrated experience in successfully leading or
    managing a large program or project with a budget of approximately US$ 15
    million, and demonstrated experience effectively managing a staff of
    approximately thirty (30) personnel. Familiarity with the energy sector
    and the operations of an electric utility is preferred. 
  • Outstanding
    organizational skills and the ability to work in large, multi-cultural
    teams. 
  • Excellent
    interpersonal skills and a proven ability to build and maintain productive
    relationships with a range of actors, including Government officials,
    civil society organizations, NGOs, private sector entities, and
    international donors. 
  • Familiarity
    with financial management and project management systems used by the
    Government of Malawi or international donors (or similar systems) is a
    plus. 
  • Full
    computer skills in email, word processing, spreadsheets, the Internet, and
    familiarity with Management Information Systems and project management
    systems. 
  • Excellent
    written and verbal communication skills in English.
