Development of Resource Mobilization Strategy for Rwandan Partner Organizations
(RPOs)
1. Introduction
CHF International has been operating in Rwanda since 2005, and strives to be a
catalyst for long-lasting positive change in low- and moderate-income
communities around the world, supporting them to improve their social, economic
and environmental conditions.
International, is a five-year program, targeting the most vulnerable of Rwandan
households, namely orphans and vulnerable children (OVC) and people living with
HIV and AIDS (PLHA). Aiming to reach 72,000 Rwandan families, the program
emphasizes resiliency: the ability to manage and mitigate economic and health
shocks and stresses through proactive recognition and response efforts.
USAID/PEPFAR, CHF International Rwanda works with Civil Society Organizations
for institutional capacity building with an emphasis on finance and human
resource management, strategic planning, and strengthening of administrative
systems and procedures.

for seven Rwandan Partner Organizations (RPOs).
The following are
deliverables for this consultancy
• Produce an inception Report to be shared with the CHF technical working
group led by Capacity Building for review
• Organize consultation meetings with RPO technical teams and board members
• Develop seven comprehensive RPO Resources Mobilization Strategies that
reflect both the public relations/partnership and technical knowledge on
resource mobilization
• The strategies should include (an appendix to each) one year implementation
work plan and proposed budgets as well as list of relevant donors or funding
sources developed in consultation with each RPO
• Facilitate a validation workshop with RPO
• Develop fourteen updated communication products. The type of product to be
determined in consultation with each RPO that contain their main achievements
(For instance; one brochure and one pull-up banner for each RPO);
calendar days but the consultant should also provide his/her timeframe for the
consultancy services.
• The consultant (individual or company) must have at least a bachelor degree
in project management, finance, development studies or any other similar domain
• 3 years of experience in developing or implementing fundraising and
communications programs;
• Having a track record of having carried out similar work will be an added
asset;
• Experience in assessing funds mobilization needs of local organizations
• Thorough understanding and knowledge of development issues;
• Dynamic and reliable personality with effective communication and networking
abilities;
• Ability to disseminate information effectively and strategically;
• Excellent written and verbal communication skills in English and Kinyarwanda
