II. ORGANIZATIONAL CONTEXT AND SCOPE
In close collaboration with the Rwanda Ministry of Disaster Management and
Refugee Affairs (MIDIMAR) and other relevant stakeholders, IOM has been
implementing three phases of a comprehensive programme aimed at enhancing
socio-economic reintegration opportunities of up to 8,000 returnee households
and other vulnerable groups in Rwanda. The Project “Enhancing Socio-Economic
Reintegration Opportunities for Rwandan Returnees and Other Vulnerable Groups
through Market-Oriented Skills Training (MOST), including Community Development
Support, 2013” is funded by the Government of Japan. 
The project aims at: 
(1)
strengthening government capacity to ensure sustainable reintegration; 
(2)
assess the market opportunities and provide skills trainings and other income
generating opportunities to sustain decent livelihoods, 
(3) provide housing
assistance and 
(4) improve access to basic community infrastructure. The
project will directly benefit up to 5,000 returnee households and other
vulnerable groups across 10 priority districts of Rwanda.
 



IOM has recently expanded its project activities
to 10 additional districts. An essential component of the programme is to
conduct a labour market needs assessment aiming at providing key information on
employment opportunities, priorities, alternative potentials, challenges and
constraints for returnees in the target districts, thereby providing a basis
for the socio-economic reintegration programming. Thus, the supply and demand
for labour and skills relevant in the target districts should form the core of
the market survey.  In addition, IOM will conduct skills training capacity
assessment which should include the aspect of mapping existing vocational and
skills training institutions and other facilities in each district to qualify
returnees and other community members to meet market demands.




Given the movements of Returnees are not
systematically captured by MIDIMAR; IOM will conduct the mapping of communities
with high number of returnees in each district and register all returnees in
order to capture and assess their education, skills and priorities. The mapping
and profiling of returnees should help to provide a descriptive profiles of
returnees in the target districts and help IOM and key government implementing
partners to understand the profile of returnees, identify the intentions and
priorities of returnees as well as provide a baseline for subsequent designing,
monitoring and evaluation activities.




This will result in the development of a
specific database (MS Access) for the project beneficiaries, including all data
collected from the field on labour market. To achieve this, it is paramount to
develop a comprehensive database on Returnees and target beneficiaries and
incorporated into the operational process to facilitate the project
implementation across the target districts and IOM Head Office. The information
stored in the Database will serve as a useful tool for IOM, as well as MIDIMAR
to assess (baseline) and monitor the reintegration programme activities and the
beneficiaries. IOM will ensure that this information will be stored and shared
with full respect to privacy and confidentiality.




In close collaboration with IOM Office Team, the
consultant will develop a fully functional, user friendly and compatible
database for the reintegration purpose. While it is the responsibility of the
consultant to adopt the most appropriate approach to the work, the following
proposal aims at securing a minimum guidance for a relevant database. It is
expected that the consultant uses an inclusive, comprehensive, and
participatory methodology which includes the state-of-the-art on this matter
(key tools). Information gathering and analysis should be approved by the IOM
project Team. The goal of the consultancy is to develop a customised MS Access
database, as per the specifications.



The objective of these Terms of Reference is to
guide the recruitment of the consultant for the development of the database for
the reintegration of returnees and other target groups.




III. RESPONSIBILITIES AND ACCOUNTABILITIES

Working under the overall supervision of the Chief of Mission, and direct
supervision of the Project Officer, the Consultant will carry out the 
following assignments:

1. Attend a briefing session with the IOM project Management team and other
role players to obtain a detailed specification of what needs to be developed.
2. Expand on the current draft database specification (see Attachment 1) to
develop a final set of database specifications that is to the satisfaction of
IOM.
3.  Develop a front-end database in MS Access (not SQL, Visual Basic or
any other computer language), based on the technical database specifications.
4. Ensure that all aspects of the process are captured so the database can be
used for documents and administrative purposes for all beneficiaries
5. Develop the appropriate reports to report on all indicators on a monthly,
quarterly and annual basis, and that can be used to track any gaps
6. Pilot the database by running a full day demonstration to ascertain whether
the database fulfils all of the requirements of the project team and IOM
Office.
7. Assist project management team to upload all historical data into the
database through importing existing MS Word and Excel data, instead of
re-capturing data.
8. Upload the database onto the designated computers at IOM office.
9. Propose reporting formats to ensure that they fulfill the needs of the
project team.
10. Write an instruction manual that provides detailed technical specifications
and front-end user specifications to enable them to make the necessary changes.
11. Provide training sessions for the data clerk in data capturing the data
from the field and in how to modify standard reports by developing new queries
and new reports.
12. Provide any further technical support assistance to the project team after
the database has been installed on a need-be basis, making the necessary
modifications to the database and uploading a new version of the database onto
all computers.
13. Assess the database of IOM, including the datasheet from IOM’s database on
returnee registration which provide the layout of the required data entry
related to returnees (i.e. personal data, Educational background, training
needs, any other assistance needed, etc.), to develop detailed profiles of
different groups, etc.);
14. Assess IOM capacity for database administration/maintenance, including
regular content uploading functionality and features and come up with a
training package.
15. Carry out a “on- the –job- training” on database maintenance to enable the
concerned staff to update the database both in terms of content and
functionality.
16. Once the database is running satisfactorily, provide the Project Team with
a full set of documentation for easily maintenance and content regularly
update.
17. Provide technical support service and advice for database maintenance, as
required.




5. Deliverables/expected outputs (Timelines to
be agreed upon with the project Manager):

1.  Inception report demonstrating a clear understanding of IOM’s
activities related to reintegration of returnees’ database and how the mission
will be carried out (i.e. outline database design, options; etc.) for the
database development – by 1 week
2. A summary assessment report on the capacity of IOM’s key staff to maintain,
to repair and to up to date the database, including training needs by 2nd week;
3. A progress report on Tasks completed by 4th week from the start of the
contract;
4. Full set of documentation and training package to the IOM project Team in
the use of and up to dating of the database, and its linkage to the website of
MINAFFET;
5. A final report on completion of the deliverables in these Terms of
Reference.

4. Excellent and proven ability to manage databases and create innovative
solutions for database management.
5. Knowledge of Database Design and Development using MS Access or others.
6. Knowledge of scripting languages: JavaScript, Vbscript, HTML, PHP.
7. Knowledge of Web Design Editors: Dreamweaver MX, Delphi for PHP, FrontPage
and other related editors.
8. Knowledge of Statistical Applications: SPSS.
9. Training experience.
