Job Summary
The purpose of the Technical Officer position is to effectively introduce,
implement and assess the assigned technical component of the program
initiative. He/she ensures the technical aspects are of high quality and lead
to the desired impact under the program initiative. He/she is responsible for
assisting the program manager in program initiative’s technical designing,
planning, budget preparation, reporting and learning. S/he is expected to
maintain effective working relationships with other staff working with other
CARE program initiatives and impact groups, key government partners and NGOs
working in the same geographic areas. In support of the Country Office program
shift, he/she participates in the testing and adaptation, in collaboration with
other program team of staff and partners, the program’s theory of change.

The Conservation Agriculture Technical Officer (CATO) will be responsible for
the day to day coordination of all Conservation Agriculture technical
(including soil and water conservation) interventions in the core operational
areas of Mtwara Rural,Lindi Rural, Masasi and Nachingwea. Among other duties,
S/he will: participate in the development of implementation plans and
appropriate budgets; develop and provide ongoing assessment of Conservation
Agriculture (CA) demonstration practices; oversee the creation and mobilization
of Farmer Field Schools to move forward the CA interventions forward; mobilize
and educate Village Leaders and contact farmers as to the need and value of
sustaining CA activities; coordinate all activities with other field staff
including the PQL Officer, and VSL Technical Officer to ensure smooth program
management.

MINIMUM REQUIREMENT

At least 3 years relevant experience in implementing Conservation Agriculture
and soil and water conservation techniques such as Fanya Juu/Chini,
agroforestry, reforestations, grass strip planting etc.
Practical experience in application of participatory approaches and tools in
undertaking various CA interventions with communities
