Since 2011, Avocats Sans Frontières
(ASF) and the East African Law Society (EALS) have joined forces in a project
dedicated to offering support and protection for Human Rights Defenders (HRDs)
in East Africa and in the Great Lakes region. A key component of the project is
to create a regional dynamic

among HRDs, lawyers, protection organisations,
networks and institutions, donors and other stakeholders in establishing a
funding mechanism (Legal Protection Fund or LPF) designed to provide long-term
and comprehensive responses to HRDs legal protection. The LPF will be
officially incorporated by mid-April 2015.
Objective of the consultancy
The objective of the consultancy is to
contribute to the visibility and the promotion of the services provided by the
LPF towards stakeholders and beneficiaries.

The operationalization of the LPF
requires the setting-up of an effective launching strategy which will allow the
stakeholders and potential beneficiaries to understand:

- The role, mandate and priority interventions of the
LPF; - The LPF partnership structure and ways of functioning;
and - The process allowing access to technical and/or
financial assistance.
The consultant shall have the
responsibility to develop and participate to the implementation of the LPF’s
information and visibility strategy, notably by:

- Creating visibility materials (flyers, brochure,
internet website, etc.); and - Contributing to the organization of the national
launching meetings.
In order to fulfil these objectives,
the consultant shall proceed to a review of documents specifically related to
the creation of the LPF. The consultant shall work in close collaboration with
ASF HRDs Regional Project Coordinator, the Fund Manager, ASF’s field offices
and external professional suppliers for web design, graphic design,
translations, printing, etc. (some of them being already identified).Objectives

- An informative flyer to the attention of the general
public is drafted, designed, printed and disseminated (in the relevant
languages); - An informative brochure to the attention of donors and
professional of the protection sector is drafted, designed, printed and
disseminated (in the relevant languages); - The content of the LPF website is drafted (in English
and in French) and the website is launched online and promoted, in
accordance with the existing sitemap (with the support of an already
identified professional web design supplier); - The launching meetings are organized and promoted
(including via press relations); and - Production of any other relevant information/visibility
materials discussed with ASF.
Duration – Timescale
The consultant would work for a

Fees and conditions
The consultant will receive 300 EUR
per working day.

Consultant profile
- University degree in the field of communication, media
studies, journalism and/or public relations or equivalent experience; - Significant experience (minimum 5 years) in the
communication, media and/or public relations sectors; - Excellent written communication skills;
- Strong analysis skills;
- Experience in working with international organizations
active in the sector of human rights is a great asset; - Fluency in English and/or French (facilities in both
languages is an asset); - Experience with website content management is an asset;
- Computer skills; and
- Knowledge of the region is an asset.
