General

Job
title: Procurement Manager
Business
Group/Unit: Africa Improved Foods Rwanda Ltd
Department:
Purchase Chain Management (PCM)
Reports
to: Purchase Chain Manager
Direct
reports: None
Purpose
of the job
Responsible
for drafting all purchase contracts and ensure their implementation as to
maximize compliance, improve supplier performance and provide input to future
sourcing initiatives.
Support
in execution of Purchase strategy, including buying and selling process under
supervision of the Purchasing Manager.
Job
Context
The
Procurement Manager is:
  • Accountable
    to the AIF contracts Implementations
  • Establishing
    strategies for AIF contracts for goods and services
  • Accountable
    for the ongoing management of allocated strategic across AIF contracts.
Main
duties of the Procurement Manager include the following:
1.Contract
Management:
  • Define
    and clarify the terms of contract
  • Ensure
    that both parties clearly understand the terms of the contract
  • Monitor
    implementation of terms of contract
  • Work
    with the Finance department for the payment of the suppliers on time
  • Proactively
    track and report contract key performance indicators
  • Propose
    and implement corrective actions to Purchasing Department
  • Provide
    input for future sourcing initiatives from lessons learned
  • Work
    in close collaboration with Internal stakeholders in order to ensure fit
    for use and acceptance of contracts
  • Managing
    of contract terms (contract performance and non-performance)
  • Monitoring
    contract expiration and actively communicating about it to the Purchasing
    Manager
  • Suggest
    contract improvements, amendments or new contracts in accordance with
    business partner needs to Purchasing Manager and or the Buyers
  • Managing
    penalty/reward within contract, signalling on rebates/ turnover bonus in
    contracts to Purchase Department
  • Make
    a close follow up with the back office in charge to make sure that all the
    purchase orders and payments are done on time.
 2.
Relationship/partnership and performance management:
  • Continuously
    track supplier performance in accordance with agreements and Supplier
    Development Program.
  • Consolidate
    findings of supplier performance in alignment with internal business
    partners and report to Purchasing Manager as input for the
    cross-functional review meetings with the suppliers.
  • Identify
    and propose supplier performance improvements to Purchase Department
  • Implement
    supplier Performance activities as defined in the (cross functional)
    review meetings with suppliers in order to improve performance and further
    reduce cost
  • Continuously
    assess opportunities and implement actions defined by the Purchasing Manager
    and or Buyers to improve supplier performance
  • Validate
    complaints escalated by suppliers and coordinate complaint handling
    process
  • Establish
    and update a database of blacklisted suppliers in the market (RRA, Central
    Bank, Credit Reference Bureau etc.)
  • Translate
    complaint data to input for supplier performance measurement and
    performance improvement recommendation
  • Act
    as a point of contact for the supplier regarding contractual issues
  • Streamlining
    and optimizing contract compliance and spend allocation
Knowledge
and educational level
Educational
level:
  • Bachelor
    in Business Administration, Commerce, Engineering or other relevant
    discipline
  • Master’s
    in Business Administration will be an added advantage
  • Having
    a law background will be an added advantage
Required
level of experiences
  • Minimum
    of 3 years’ experience in contract Management of agricultural commodities
  • At
    least 3 years’ experience in Procurement/ Supply of food/ agricultural
    commodities
  • Demonstrated
    experience in a contract management (or equivalent) role in a procurement
    environment and a good working knowledge of contract management processes
    and techniques
  • Very
    good experience in handling supply contracts both at local, regional and
    global levels
  • Mastering
    contractual terminologies and implementation
  • Very
    detailed oriented in his/her work
  • Self-driven

    communication skills, influencing skills, analytical skills
