Plan has been working in Rwanda since 2007 and now
has . operations in the Eastern Province districts of Gatsibo and Bugesera. The
support office is in Rwamagana while the country office is in Nyarutarama –
Kigali. Plan Rwanda has recently expanded its activities in the district of
Nyaruguru, South province.
Using Child Centered Community Development Approach
with a focus on rights-based work, the current programs focus on Girls
Education, ECCD, Youth Empowerment, Advocacy and Child Rights

1. TITLE : Teacher Self Learning Academy Project
Coordinator
LEVEL: Grade D1

About the role
Plan Rwanda has secured funding from DFID to
support Innovation for Education in Rwanda under the partnership between
UK Government and Government of Rwanda. In this regard, Plan will implement a
project we have called “Teacher Self-Learning Academy” in Nyaruguru
and Bugesera districts, specifically targeting Primary five and six teachers of
Science and English Language. .. It is an opportunity to test new ideas to
improve the quality of education in Rwanda. Plan Rwanda is meant to demonstrate
innovative, effective and equitable ways of improving children’s learning
outcomes.
The Project Coordinator will be responsible for the
Coordination and supervision of all activities related to “Teacher Self
Learning Academy” project to ensure that the project’s objectivities and
results are achieved in a timely and according to the agreed standards in the
project framework and in the related grant agreement document. The incumbent
work is also guide by the Programme Guide, Plan’s Global Child Protection
Policy, Plan’s Global Gender Equality Protocol as well as related national
policies and strategies.
Main Responsibilities
Coordinate the overall management of the project which
include but not limited to:
  • Elaborate and supervise the preparation of the
    budgets
  • Ensures that project administrative processes
    are carried out in conformity with the agreed standards and policies, to
    ensure alignment to the project objective
  • Facilitate information sharing and coordinate
    activities among project stakeholders/teachers;
  • Prepare project reports including Project
    Outline in line with agreed budgets and activities in the Grant Agreement
    Document;
  • Responsible for the field verification of
    project budget expenditures to ensure that project funds are spent as
    planned
  • Coordinate Project visits and prepare visits
    reports including meetings reports
  • Promote and abide by internal policies and
    procedures including but not limited to: Child Plan Protection Policy and
    Code of Conduct
  • Participate in the preparation of the project
    annual budget and monitor the budget by use of corporate monitoring tool
    (PPM)
  • Ensure that fixed assets are adequately
    maintained, inventoried and are only for the project official business.
  • Manage in collaboration with the M&E,
    monitoring and evaluation of the project and track changes over time
  • Supervises performance report of the project
    frontline/CDFs staff
Minimum qualifications and experience
  • Postgraduate degree/ first degree in Education
    or related fields
  • Minimum of 3 years relevant working experience
    in community development or similar position.
  • Working experience in an Education Field and
    experience in working with bilateral organizations or INGOs would be an
    added advantage.
  • Excellent reporting skills and competencies in
    computer literacy (M-Excel, MS-Word, & Power Point)
  • Good facilitation, communication,
    interpersonal, analytical, and negotiation;
  • Good capacity of strategic thinking,
    networking and making sound judgment and recommendations;
  • Ability to organize own work independently and
    willingness to work beyond normal working hours
  • Strong team building and motivational skills
  • Communication skills (fluent in English and
    Kinyarwanda, knowledge of French is an asset)
  • Proficient in computer skills

Project Coordinator

About the role
The ECCD Project Coordinator will be responsible
for the Coordination and supervision of all activities related to “Early
Childhood Care and Development” project to ensure that the project’s objectives and results are achieved in a timely and according to the agreed
standards in the project framework and in the related grant agreement document.
The incumbent work is also guide by the Programme Guide, Plan’s Global Child Protection
Policy, Plan’s Global Gender Equality Protocol as well as related national
policies and strategies
Main Responsibilities
Coordinate the overall management of the project
which include but not limited to:
  • Lead Sensitization campaigns through parenting
    education on child care, development, protection and health promotion
  • Support the dissemination of user-friendly
    ECCD policies among targeted communities
  • Coordinate the selection and training of
    caregivers in early teaching methodologies
  • Train parents/monitors on better child rearing
    practices (nutrition, family planning, social and emotional care for
    children including children with special needs)
  • Train ECCD committee members in management of
    the ECCD centres
  • Support communities in building 15 ECCD
    centres in Bugesera District
  • Link the ECCD centres with the local health
    centres through referrals, awareness raising and trainings to community
    health workers on parenting and regular health screening to children that
    attend the ECCD centres
  • Conduct advocacy with the Government and
    Donor  community to increase the budget allocation to ECCD in Rwanda.
