Supervision: The Senior
HR Assistant reports to the National HR Officer.
Duties
  • Within delegated authority, the Senior HR
    Assistant will be responsible for the following duties:
  • Guide, train and supervise other support staff
    in the area of respon­sibility; arrange for and/or attend meetings on
    day-to-day basis on human resources matters; participate in discussions of
    new or revised procedures and practices, interpret and assess the impact
    of changes, and make recommendations for follow up action;
  • Review candidate applications for advertised
    vacancies;
  • Determine entitlements, issue contracts;
    approve and/or process all types of human resources transactions;
  • Assist in briefing/debriefing staff members on
    issues relating to hu­man resources matters;
  • Assist the Human Resources Officer in
    reviewing the contractual sta­tus of staff in order to ensure contracts
    are prepared on timely basis and reviewed before the deadline;
  • Oversee the data input into human resources
    related databases by admin assistants and provide guidance on data input
    and validation; Maintain data integrity in databases, and initiate
    corrective actions when necessary;
  • Draft or prepare correspondence to respond to
    enquiries on relevant human resources matters; review correspondence
    drafted by assis­tants prior to clearance by the Human Resources Officer
    as appropri­ate;
  • Evaluate, develop, recommend procedures.
    Participates in discus­sions one new/revised procedures and practices;
    interprets and as­sesses the impact of changes and makes recommendations
    on follow up actions;
  • Create, check and maintain personnel files for
    all staff ensuring all documentation is complete; maintain, update and
    file confidential personnel information and documents, ensure relevant
    documents are kept in their respective files; .
  • Perform other related duties as required.
Qualifications and Experience
Essential:
Education:
University degree or equivalent in Human Resource
Management, public or business administration, law, industrial psychology or
other related fields.
Experience: At least
five years of progressively responsible work experi­ence including at least
three years in a human resources field. Desirable: Experience in working with
International NGOs or UN agen­cies. Fluency in both French and English. Work
experience in large UN/ International organizations.
Languages: Fluency in
both oral and written in French or English, and a working knowledge of the
other. A good level in Kinyarwanda. Knowledge: Excellent knowledge of MS Office.
Any knowledge of a web-base HR Management software package will be an
advantage.
