Position Description:
Background

Founded in 1933 with Head quarters in New York, the IRC operates in more than
40 countries worldwide, offering lifesaving care and life-changing assistance
to individuals/communities forced to flee from war or disaster.


The International Rescue Committee (IRC) in partnership with several local
organizations1-has begun implementation of WEKEZA, a four-year US Department of
Labor (USDoL) project, designed to sustainably reduce child labor in Tanzania.

IRC seeks to recruit qualified, energetic and committed candidates to fill the
following position:
Reporting to:Youth Employment Coordinator

Job Purpose
To implement a project that aims to increase access to safe and productive
employment opportunities for youth, primarily in the 15-24 age group, by
working closely with WEKEZA partners, such as Partner SCO, Vocational Education
Training Authority (VETA) and Small Industries Development Organizations
(5100), to ensure the implementation of market-driven interventions and to foster
employment and entrepreneurship among youth.

Specific Duties and Responsibilities
Coordinate all youth employment activities in Kigoma region.
Responsible for the on the ground supervision of youth activities implemented
by the CSO partner in Kigoma Region.
Implement coordinated approach to the planning and delivery of youth employment
services in the region that takes into consideration the specific needs of
youth beneficiaries enrolled in the project.
Build on the current effort of local selected youth serving CSO in the region
by strengthening their capacities to sustainably support youth to engage in
socio-economic empowerment work including youth employment, entrepreneurship
and micro-franchise promotion
Apply participatory approaches to identify and enroll youth ages 15-17 and
18-24 to be provided with access to market relevant innovative employment
schemes, including entrepreneurship training with both technical skills
training and apprenticeship opportunities ensuring high participation of young
women.
Liaise with Youth employment stakeholders including VETA, SIDO, LGAs, business
companies etc on issues that foster youth employment opportunities including
the participation of youth in apprenticeship, businesses and vocational skills
training
Organize the development and deliver foundational entrepreneurship and business
skills training essential for either employment or entrepreneurship, to all
participating youth; following the Street Kids International Business Toolkit
module
Conduct training of trainers and provide mentorship to partners CSO and other
youth serving stakeholders performing youth employment activities in the area
Facilitate the development and delivery of social and life skill learning
events together with partner CSO and local VETA trainers following the
standardized formats and module developed by IRC
Link youth participants to the business of their choice and act as facilitators
and key liaison in the micro franchise relationship    
Support the roll-out of individual micro-franchise by assessing and providing
the required start-up support required by participating youth
Conduct youth beneficiaries’ follow-up visits on monthly/quarterly basis
Fill out the youth follow-up forms, and assess and certify the forms filled by
partners CSOs for proper recording in the Direct Beneficiaries Management
System DBMS) on quarterly basis
Contributes to project reports as required
Assess the performance and progress of youth enrolled in the project, support
in resolving the challenges, and organize visits to intended youth households
and vocational local trainers to review their track record.
Develop quarterly plans and reports together with the Youth Employment
Coordinator and contribute to TPR donor reporting
Perform any other related duties as required


Qualifications
Candidates should have a background in economics, international development, or
another human development related field.
Candidates should possess a minimum of one to two years of progressive
experience, designing and implementing programming involving one or more of the
following: livelihoods, microenterprise development, entrepreneurship,
apprenticeships, savings, financial services, VSLA, cash transfers, vocational
training, etc.
Candidates will preferably have experience in youth-focused programming.
Candidates will preferably have experience in implementing programs with robust
monitoring and evaluation plans. Candidates should be able to work under
pressure and possess strong interpersonal and intercultural skills that enable
them to work well with a diverse team.
Candidates should be willing to travel to and from project implementation sites
regularly. Candidates should be fluent in Swahili and English
