Women’s Equity in Access to Care & Treatment (WE-ACTx) is a Non-Governmental Organization working in Rwanda, with primary goal of improving access to specific HIV services to women, children and men living with HIV/AIDS. teams who can publish and compete successfully for national, regional and international leadership and resources for research.
WE-ACTx would like to recruit an outstanding individual for the following position.
Job Title: IT and Data Manager
Reports to: Director of Research and Professional Training, WE-ACTx, Kigali
General requirements:
• At least a bachelor’s degree in Computer Science
• Professional experience of three years is an added advantage.
• Ability to work with healthcare workers to perform requirements analysis for clinical information systems
• Ability to administer a Java-based, Linux-based distributed healthcare information system, including servers, Web services and mobile apps.
• Ability to train, supervise and evaluate healthcare workers in the use of that system for patient data collection.
• Demonstrated ability to work effectively with others.
• Available to start work immediately.
• Proficiency in English, French and Kinyarwanda
Overall responsibilities/Job requirements
Systems analysis and requirements analysis skills, including ability to interview clients and stakeholders, and to develop use cases, user interface “mock-ups” and workflows in consultation with those clients. Should be able to write requirements analysis reports (in English) based on those consultations with stakeholders, and interact with software designers and developers.
Design skills: Understand and use UML class diagrams and interaction diagrams in the context of developing workflows for requirements analysis. Understand database design, including database normalization. Knowledge of document-oriented NoSQL databases, such as CouchDB would be beneficial, or at least familiarity with XML and JSON.
Software development skills: Must know the Java programming language. Experience with version management tools such as Subversion or Git is required. Experience with the Eclipse IDE and Maven is also desirable. Should have knowledge of enterprise software architectures, including REST-based Web services and object-relational mapping (ORM), and representative frameworks such as Jersey, Spring, Hibernate and Glassfish. Experience with the OpenMRS electronic medical record system is desirable. Experience with mobile app development and deployment, for example on Android, would be beneficial.
Systems administration skills: Must have experience using the Linux operating system, including writing bash scripts. Should have experience with installing and managing databases such as MySQL or Postgres or CouchDB, and Web servers such as Grizzly or Apache Tomcat. Experience with collaboration tools such as JIRA and Confluence is a definite plus.
