with funding from TROCAIRE RWANDA, seek to recruit a qualified Project officer
for one of its projects called “Ensuring effective functioning of community
structures and referral mechanisms, in order to improve Gender Based Violence
prevention and response in Rwanda”. The project will be operating and
working with communities in the two districtsof Northern Provincenamely GAKENKE
and RULINDO
with funding from TROCAIRE RWANDA, seek to recruit a qualified Project officer

purpose of the position is to support the overall implementation and day to day
management, monitoring and evaluation of project activities to achieve the
mission and goals of ARCT-RUHUKA Organization and in particular the project
goals.

Under
the direct supervision of Programs Manager, the Project officer will be
responsible for the following activitiesto ensure effective project
implementation:

- Will
be part of ARCT –RuhukaTechnical Team (TT); - Lead
the project team in conjunction with the Executive secretariat of
ARCT-Ruhuka and Management of TROCAIRE RWANDA. ; - Overall
day to day management and coordination of the above mentioned
project activities; - Develop
a consolidated and detailed project implementation /work plan and provide
professional progress reports including ; formal weekly
, monthly quarterly and annual Plans and Reports; - Carry
out training needs assessment and identify existing gaps for
building capacities of the project target groups for appropriate
interventions; - Developing
an integrated and tailored training manual/module for training of target
groups; - In
partnership with local authorities and the field staff , identify target
groups and select participants for training; - Organize
and conduct training on Gender, GBV and other project related topics as
deemed necessary; - Develop,
monitoring and evaluation tools for the project interventions and provide
recommendations for changes in approach accordingly that will help to
capture progress and impact over time; - Work
closely with other partners in the districts of operation to create
synergy among different actors; - Attend
project coordination and other organized meetings and represent ARCT
– Ruhuka as required; - Putting
in place strategies to ensure high quality and professional services to
the beneficiaries; - Create
and maintain networks of relevant actors/stake holders for
referral purposes , and maintain their data base for sustainability of
the project; - Regularly
monitor, create data base with clear statistics, best practices /lessons
learnt , challenges and strategies ( success stories /theories of change); - Plan
and forecast project expenditures, activities, procurement to ensure
fulfillment with the project contract and budget guidelines; - Monitor
project budget income and expenditure to prevent overspending and/or under
spending; - Taking
part into partner organizational meetings, processes, representations and
communications - Support
in the project proposal development and concept notes for potential
donor-organizations; - Perform
other duties as assigned by the line managers ( program manager, Executive
secretariat) in relation to achievement of the organizational goals.

- Ability

leadership skills and ready to work as a team inrefugee environment; - Proven
ability to develop professional modules, provide training, clinical
supervision and counseling; - Good
interpersonal, negotiation and communication skills; - Developed
computer skills, including MS Excel, Word, PowerPoint, e-mail, outlook and
others; - Developed
level of initiative, creativity and able to work semi-independently and
solve problems under tight deadlines; - Willingness
and ready to work in a rural setting.

- Preferably
Masters or Bachelor degree (A0 ) in Gender studies, Development
studies, Clinical psychology, Professional Counseling , social work,
Management , or other related disciplines with at least 3 years
practical field experience - Previous
experience in training of gender and GBV related issues is highly
required - Proven
experience in working at community levels in areas of Gender and GBV
policy and laws - Prior
experience working in similar project and in the field an added
advantage
LANGUAGE
REQUIREMENTS:

Proficiency
in English language is required (spoken and written); Kinyarwanda is obligatory
and French is an added value.
