Key Duties and
Responsibilities: 
  • Responsible for the
    development of strategic and detailed plans, covering network expansion
    & quality improvement initiatives and the implementation of new
    networks & technologies as well as for the existing network.
  • In charge of the
    implementation of projects to ensure that the projects are delivered as
    planned and in so doing ensure that the Network and Systems can offer the
    required services and are of sufficient design capacity and quality in
    meeting the changing customer needs promptly, efficiently and most
    competitively to the customer and most profitable to the company.
  • Determine the
    technology to be used for network development by evaluating options among
    competing technologies, taking into account quality and cost-effectiveness
    of the network.
  • Develop short and
    long-term plans and do constant network plan reviews.
  • Recommend redeployment
    plans for equipment where necessary for the approval of Exco and the
    Board.
  • Ensure budgets for
    capital expenditure are worked out well in advance and in complete detail,
    using the company budget guidelines, enabling effective decision-making by
    Management. Manage information gathering and analyze services being
    offered by the competition and elsewhere in the world, and determine the
    necessary network deployment and development plans (technologies, cost
    estimates, time schedules, etc).
  • Ensure that the network
    is properly designed with the right technologies and capacities with a lot
    of flexibility built in.
  • Prepare all the
    technical specifications for the network equipment according to the
    investment plan and in detail.
  • Provides technical
    input to the business cases for investment
  • Continuously make
    reviews and make adjustments in the network for including network
    management systems with the aim of improving performance and efficient
    monitoring and control of the network.
  • Check and ensure that
    all documentation (Work Authorities-WAs, Contracts, network drawings, etc)
    for provision of new systems, redeployment or recovery of old systems, etc
    is correct. Liaise with all the other departments/sections to ensure that
    the investments planned meet customer requirements.
  • Provide all the
    required support for Projects implementation and management and ensure
    that they are completed within time and budgets.
  • Make sure the company
    obtains value for money from suppliers, thus impacting positively on the
    cost leadership strategies of the Company.
  • Also, ensure the
    company is able to acquire sites in desired locations within the time
    limits that are acceptable to the company.
  • Carry out regular spot
    checks on the network to ensure correct and accurate records are
    maintained and continuously updated. This includes frequency management
    and the infrastructure leased to and from other operators.
  • Work closely with all
    the staff both Junior and Senior to ensure harmony and smooth operations
    in all activities within the sections and the whole company.
  • Performance management
    and staff motivation: To ensure that the right staff are recruited , and
    provide adequate training and development.
  • To ensure that planning
    processes are developed for all the line sub-units
  • Implement the developed
    planning processes in liaison with other units.
  • Organize field-planning
    duties to ascertain accommodation of equipment and to identify suitable
    land/sites for positioning the company equipment, where necessary.
  • Review the
    effectiveness of existing Policies by researching and benchmarking against
    other organisations in the same industry and advice on any Policy gaps and
    changes.
  • Drives the Implementation
    of policies to ensure optimum and effective support of business
    objectives.
  • Perform any other
    duties that may be assigned by CTO or any other Senior Officer but that
    are in line with the company policy.
Qualifications,
Skills and Experience: 
  • The ideal candidate
    should hold an Engineering degree in telecommunications, electrical
    engineering, computer and automatism technology or any related fields.
  • A minimum of six or
    more years’ experience in the ICT industry particularly in an operational
    and planning role, 3 of which should have been spent in a senior position.
  • Postgraduate level in
    any related field.
  • Proven track record of
    Achievements at a managerial level Membership of a professional body such
    as Uganda Association of Engineers is an added advantage.
  • Strong knowledge of the
    existing networks (service nodes, transmission and access, wireless) and
    information, Computing and communication technologies and service
  • Strong knowledge of ICT
    technological trends and associated services
  • Detailed knowledge of
    strategic planning and strong analytical skills to the development of
    long/short term plans.
  • Strong people
    management skills with a track record of performing effectively in a team
    setting.
  • Possess the ability to
    provide leadership and guidance as a strategic mentor to colleagues and
    employees.
  • Excellent writing
    skills for both conceptual and detailed material with an articulate and
    compelling verbal style.
  • To be a highly
    effective manager of people and operations.
  • Excellent interpersonal
    skills.
  • Collaborates easily
    with others.
  • Possess the ability to
    create a climate of trust and transparency with stakeholders.
  • Effective negotiation,
    facilitation and influencing skills.
