The Tanzania Private
Sector Foundation (TPSF) was formally incorporated under the Companies Act (Cap
212) in 1998 as a not for profit organization, to promote private sector-led
social and economic development in Tanzania. TPSF serves as an apex
organization for the private sector, and represents over 250 organizations. It
works with its member organizations to identify and advocate for strategies and
policies that promote private sector development in the country through
engaging with the Government of Tanzania at high-level platforms s

uch as the
Tanzania National Business Council (TNBC), to promote a conducive business
environment.

TPSF currently
serves as the Secretariat of Tanzania’s Partnership and Accountability
Committee (PAC), a forum that brings together stakeholders from government,
private sector, civil society and development partners, to address key constraints
to agricultural investments in Tanzania. The Partnership was established under
the New Alliance Framework and aims to drive policy change to promote
agricultural investments. PAC is chaired by the Prime Minister’s Office, and
consists of senior-level representatives from fourteen member organizations.
PAC also serves as a mutual accountability and reporting mechanism where its
members report on their progress in enhancing agricultural investments as per
the New Alliance Commitments, on a quarterly basis.

The Position
TPSF is seeking a candidate to serve as Policy Analyst and Coordinator,
supporting TPSF in its role as Secretariat of PAC. The role is supported by
Africa Lead.

Job
Responsibilities:
The Policy Analyst and Coordinator will be responsible for the day-to-day
management and coordination of PAC including providing administrative support,
and providing technical policy support to PAC members.

Job Duties:
• Convening quarterly PAC meetings and monthly working group meetings,
including drafting the agenda and distributing the minutes for each meeting
• Coordinating with PAC members to follow up on all key action points from PAC
and working group meetings
• Providing technical support on policy-related issues to PAC and working group
members including research and preparation of policy briefs and documents
• Drafting and validating the annual report on behalf of PAC
• Coordinating feedback for the Grow Africa – New Alliance Annual Reports from
PAC members
• Developing monitoring and evaluation tools and performance matrices for the
PAC and its working groups in collaboration with members
• Developing mechanisms for the enforcement of mutual accountability among PAC
and its working group members
• Researching, developing, documenting, and updating PAC operational and policy
accountability/administrative policies, databases, procedures, methods, and
guidelines; communicating developments to PAC members.

Skills and
Qualifications:
• Qualification and Experience:
o At least a first degree in agricultural economics, agricultural policy,
social science or related fields
o Experience and understanding of Tanzania’s agriculture sector with special
focus on policy analysis, development and management.
o Experience working with organizations in the public and/or private sector
o Experience in stakeholder management and coordination, preferably on
agricultural policy
o Previous experience in policy coordination and program management with
specific reference to agricultural policy process

Process Improvement, Reporting Skills, Change Management, Coaching, Supports
Innovation, Developing Standards, Administrative Writing Skills
o Fluent in English. Working knowledge of Kiswahili will be an added advantage.
o The applicant must also demonstrate additional functional competencies in
ability to establish and maintain contacts with stakeholders; communicate
effectively, both orally and in writing, coordination of processes and
meetings; ability to evaluate and interpret data to support policy decisions
and to prepare accurate and complete reports and other documents; and ability
to work well as part of a multi-disciplinary team.

Duration of Appoint
The position is for a 12-month period subject to extension based on
availability of funding and performance of the holder.

Reporting
The Policy Analyst and Coordinator will report to the TPSF Director of Policy
Advocacy. He/she will also be required to work closely and coordinate
communication with the Prime Minister’s Office, PAC Working Group leads, and
Africa Lead Tanzania.

Compensation
A salary commensurate with experience, current salary, plus benefit package
that includes health insurance, vacation days, and other benefits are offered
for this position.

About Africa Lead
Africa Lead is USAID’s primary capacity building project for strengthening
leadership and key institutions that spearhead the implementation of the
Comprehensive Africa Agriculture Development Program (CAADP). The goal of the
Africa Lead Project is to cultivate a cadre of agriculture leaders across the
spectrum of agriculture and agribusiness stakeholders in Africa who will
champion the cause of increased innovation in agriculture, greater agricultural
productivity, and greater food security. In the 2017 FY, Africa lead is focusing
on facilitating inclusive policy dialogue among key institutions that are
involved in the agriculture sector. The activities in support of inclusive
policy dialogue include coordination and support to the Secretariat of PAC.
