Strive Foundation Rwanda (SFR) is a local
non-governmental organization established in 2003 in accordance with the law
governing non-profit making organization n 20/2000. Our Head offices are
located in Kisementi Village, Rukiri I Cell Remera Sector, Gasabo District,
directly opposite Rukiri II Cell Offices. At the local level, SFR has branch
offices in 13 districts around the country. These include Nyamasheke, Rusizi, Ngororero,
Karongi, Rutsiro, Rubavu and Nyabihu (Western province); Burera and Musanze
(Northern Province); Huye, Gisagara and Kamonyi (Southern Province) and Gasabo
Districts (Kigali town).

SFR is now hiring: The program Manager (1),
District Coordinator (2) field officers (7) under the following criteria:

Reporting to the National Coordinator, the Programs
Manager will be responsible for the operational success of SFR and ensuring
seamless team management and development, program delivery, quality control and
evaluation. The Programs Manager oversees coordination and administration of
all aspects of on-going programs including planning, organization, staffing,
business development and projects implementation.
Primary Duties and Responsibilities
  1. Develop new initiatives to support the
    strategic direction of the organization;
  2. Oversee planning and delivery of all programs,
    projects and related activities in accordance with’ the mission and goals
    of the organization;
  3. Contribute to the development and
    implementation of long-term goals and objectives to achieve the mission of
    the organization;
  4. Consolidate/ prepare periodical operational
    plans, budgets and reports of all programs and projects;
  5. Work with and where necessary improve
    evaluation framework and tools of programs to ensure interventions’
    effectiveness
  6. Oversee business development / fundraising and
    organizational development activities including project proposal
    development to ensure continuity and sustainability of programs;
  7. Facilitate and guide strategic planning
    documents development including M&E tools;
  8. Ensure effective and timely implementation of
    Interventions to achieve desired results;
  9. Ensure that program activities operate within
    the policies and procedures of the organization
  10. Ensure that program activities comply with all
    relevant legislation and professional standards
  11. Develop forms and records to document program
    activities
  12. Oversee the collection and maintenance of
    records on the clients of the program far statistical purposes according
    to the confidentiality/privacy policy of the organization.
Qualification
  1.  The successful candidate will lead
    programs, work collaboratively with a high-performance management team.
    Specific requirements include:
  2. A masters degree with 4 years of relevant
    experience or a Bachelor’s degree with 7 years of experience In economics,
    public policy, project planning and management, social sciences, or other
    related fields
  3. Strong experience In proposal writing and
    business development skills
  4. Strong experience with reporting systems of
    different donors
  5. Demonstrated success in developing and
    evaluating program models, and selecting and successfully operationalizing
    Innovative programs;
  6. Proficient in using technology as a management
    reporting tool and experience working with information technology staff to
    develop and implement program evaluation systems;
  7. Strong project management skills managing complex,
    multifaceted projects resulting in measurable successes and program
    growth;
  8. Flexible, self motivating, able to manage
    multiple tasks efficiently, and a team player and team leader skills;
  9. Excellent verbal and written communication
    skills with exceptional attention to details;
  10. Personal qualities of integrity, credibility,
    and a commitment to meet SFR mission and vision

The facilitators will be based at the district
level, with offic8.in Kamonyi and Nyamasheke districts. She/he will report to
the Program Manager and will work collaboratively with district staff
responsible for multi-sectoral nutrition coordination and National
Facilitators, and technical focal point of SFR
Major Tasks and Responsibilities
The District Facilitators will serve as a direct
link for project coordination between SFR and the district implementing the
project activities and support the capacity development of decentralized
multi-sectoral nutrition coordination structures at various levels – village,
cell, sector and district – through coaching and facilitation for multi-sectoral
planning, implementation, and monitoring of the District Plan to Eliminate
Malnutrition. Specifically, the facilitators will:
Coordination
  1. Support the strengthenine0Process management
    and coordination skills of district level government counterparts through
    identifying capacity gaps/training needs and defining a capacity
    development program and linking it with central level;
  2. Support the development and regular updating
    of multi-sector District Plans to Eliminate Malnutrition and their
    operational budgets at district level – ensuring integration of project
    supported activities; •
  3. Identify and facilitate linkages with other
    nutrition initiatives/projects and processes within the district to avoid
    duplication of activities and ensure the value-addition of
    project-supported activities;
  4. Support process management and facilitation of
    existing multi-stakeholder coordination mechanisms – for nutrition at
    various levels within the district, including preparation of meetings,
    documentations/notes, and other support as requested;
  5. Support the district and participating UN
    agencies in preparing project operational plans -including facilitating
    review and planning sessions on a regular basis;
  6. Support the participating UN organizations in
    the preparation and mobilization of project activities and consultations
    in close collaboration with the District;
  7. Support development of joint metrics and
    identifying/developing a common M&E system to measure progress in
    close collaboration with district stakeholders – including the
    establishment of a multi-sector indicators dashboard to measure nutrition
    inter-sectoral approach;
  8. Document project experiences and processes –
    highlighting good practices and lessons learnt, including case studies,
    and facilitating learning exchanges;
  9. Facilitate/support monitoring and supervision
    missions organized by the district or participating UN agencies;
  10. Ensure the timely preparation and submission
    of project reports (narrative and financial) in close collaboration with
    the District;
Qualifications and Experience Required:
  1. A Bachelor’s degree or equivalent in
    Nutrition, Public health, economics, development, public policy or
    administration, management, public health, nutrition, agriculture, or
    related field
  2. At least 3 years of professional experience in
    the pubic nutrition and/or public health, field at national/sub-national
    level including working with governments, donors and civil society
  3. Prior experience with research, nutrition
    programming and community development work
  4. Previous experience in, facilitating
    multi-sectorial initiatives at national or sub national level is an added
    advantage
  5. Proficiency in Kinyarwanda
  6. Fluency in English is required. Knowledge of
    French is an asset.
  7. Good technical background on nutrition, food
    security, VSL and public health programs .
  8. Good knowledge of government structures and
    counterparts and familiar with nutrition and food security situation in
    the country
  9. Good familiarity with the use of MS word,
    Excel, database management and Power point applications

Job summary
  1. The Field Officer will be primarily
    responsible for the overall implementation of all Nutrition activities at
    the field. He/she will be the focal person for community-based care and
    support services for Nutrition project beneficiaries, responsible for ensuring
    replication of the Home Based ECO activities and the integration of VSL
    activities.
  2. S/he will ensure existing partnerships are
    strengthened with the ultimate objective for the project to withdraw from
    service delivery and hand over to local service providers and partners.
  3. S/he will collaborate and support all project
    partners in the sector ensuring synergies between the different project
    components. S/he is responsible for sound technical, material and for
    M&E and reporting on project activities in his/her area.
  4. Overall Implementation of all project
    activities in the sector of responsibility: ensure quarterly action plans
    are developed based on proposal & budget; monitor implementation
    against plans;
  5. Responsible for project M&E In his/her
    sector and ensures M &E tools designed by program coordination team
    are In place and effectively used:
  6. Strengthens culture of M&E within program
    partners.
  7. Documents lessons learnt and challenges,
    writes quarterly progress reports, final narrative reports and all other
    reports as requested by supervisors;
  8. Develop, strengthen and maintain partnerships
    and good working relations with project partners: Mother leaders, Parents
    committees, CHWs, CB0s, FB0s.
  9. Ongoing monitoring of achievements of project
    objectives, and quality of services provided to Project clients;
  10. Participate in preparation of procurement and
    cash forecasts based on planned activities and project budget. 11. Ensures
    sound, transparent and rational management of material and financial
    resources.
Profile
  1. Rwandan nationality ;
  2. Bachelor’s degree in Nutrition, public health,
    rural development or any other relevant field;
  3. At least 2 years of working experience in
    community health and development;
  4. At least 2 years of experience in capacity
    building of local organizations;
  5. Fluency in Kinyarwanda, French and/or English;
  6. Experience In community mobilization;
  7. Computer literate in at least Word and Excel;
  8. Excellent training and facilitation skills
    required;
  9. Flexible, dynamic and team player;
  10. Motorcycle license category A is a must.
  11. Engaged and Committed individual willing to
