The Single Project Implementation Unit of the Ministry of Finance and Economic
Planning (SPIU/ MINECOFIN) is an established unit in line with the Government
Policy of reducing transaction costs and leveraging services in the project
implementation processes. Currently, the SPIU strategically positioned in the
Ministry to manage the ongoing and planned, as well as future projects to be
identified in the course of translating sector strategic plans into development
results.

The first cohort of projects to be implemented under the auspices of the
MINECOFIN SPIU include; Aid Coordination, Harmonization and Alignment Project,
Gender Responsive Budgeting Project, Gender Equitable Local Development
Project, Strengthening Evidence-Based Policy Planning, Analysis and M&E
Project, BIFSIR, PFM Secretariat (i.e PFM Basket Fund, Public Sector Capacity
Building Project, Institutional Development Fund) and NAO Secretariat (managing
a number of infrastructure development projects, Economic and Governance
support as well as Rural Developmental Budget. Sector Support) which are
jointly funded by the GoR and; UN Agencies, UNDP, World Bank, DFID, KfW, SIDA
and EU respectively.

The SPIU/MINECOFIN intends to recruit qualified and competent candidates to
fill the following vacant position:

EDF – Infrastructure Sector Specialist (1)

The Infrastructure Sector Specialist to be hired under EDF programme is
expected to operate at all levels of infrastructural EU financed projects
including programming, identification, formulation, implementation, evaluation
and audit phases.

Duration of the Contract: One year contract renewable

Key Duties and Responsibilities:
Reporting to the EDF/NAO Manager; EDF – Infrastructure Sector Specialist will
be responsible to:
• Actively participate in the Infrastructure Working Group in the definition of
the needs assessment for appropriate programming;
• In consultations with the technical ministries, analyse and recommend
projects that could be supported under the EDF programme;
• Actively participate in the review Terms of References for the feasibility
studies as well as their launch under the EDF financing;
• Engage with EU Delegation in the preparation of financing proposals as well
as facilitating in the signature of the financing agreements;
• Support technical ministries and the EU Delegation to effectively implement
procurement plans. Such technical support includes preparation of tender
documents, tender evaluations, drafting of contracts as well as facilitating
contract signature;
• Ensure maximum respect of procurement code as well as the EDF rules;
• Effectively monitor the contracts´ execution together with the technical
ministry and EU Delegation through payment process and verifications, monitor
the quality of executed works, etc..;
• Evaluate the justification and initiation of addenda for extra-works and
services as well as their legalisation;
• Monitor the guarantee periods issued, actively participate in the provisional
acceptances of works completed, claims analysis and provide advice accordingly;
• Prepare regular (quarterly and annual and special) reports on the projects´
implementation;
• Actively participate along with other designated Delegation in the audit and
evaluation missions and. implement recommendations formulated during such
missions;

Qualifications and Experience
• A Bachelors degree in Civil Engineering works from a reputable
University/Institution.
• At least 4 years relevant continuous work experience in a busy construction
works;
• Experience with donor funded projects will be an added advantage.
• Demonstrated experience in preparation of Bill of quantities and BoQ variance
analysis.
• Fluency in English or French with working knowledge of the other language.
